The Government Office issued Notice No. 483/TB-VPCP dated September 15, 2025 on the conclusion of Prime Minister Pham Minh Chinh at the meeting on developing, appraising, and announcing technical standards and regulations in the railway sector and capital sources for railway projects.
In the announcement, the Prime Minister requested the Ministry of Construction, the Ministry of Science and Technology, relevant agencies and units, according to their assigned functions and tasks, to urgently and fully carry out the tasks assigned by the Government Standing Committee in Notice No. 462/TB-VPCP dated September 5, 2025.
Based on the direction of the Politburo, the Resolution of the National Assembly and the Government, international experience, and practical conditions of Vietnam in choosing the most optimal and safe technology.
Develop, appraise, and publish standards and regulations for high-speed railways and Lao Cai - Hanoi - Hai Phong railways in accordance with procedures, authority and regulations, to be completed in October 2025.
On that basis, consider selecting investment forms and investors in accordance with procedures, authority and legal regulations in October 2025; report to the Prime Minister on contents beyond authority.
The Ministry of Foreign Affairs and the Ministry of Construction proactively coordinate with the Chinese side to prepare for the First Session of the Vietnam - China Railway Cooperation Joint Stock Committee to discuss, discuss and propose to the Chinese side on: Railway connection agreement; appointment of technical design consultants; technology transfer requirements; human resource training, etc.
The Ministry of Agriculture and Environment proactively deploys tasks related to land and forest land, appraises and assesses the environmental impact of the Lao Cai - Hanoi - Hai Phong railway project, promptly guides localities to carry out compensation, support and resettlement according to legal regulations; ensures the project's groundbreaking on December 19.
The Ministry of Construction speeds up the preparation of the Feasibility Study Report for the Lao Cai - Hanoi - Hai Phong railway project to start construction of project items on December 19.
Coordinate with the Ministry of Agriculture and Environment to update data on rice fields and forestry when there is an adjustment of route direction according to regulations; coordinate with localities to proactively carry out compensation, support and resettlement work for projects according to the Resolution of the National Assembly.
The Ministry of Construction will coordinate with the Ministry of Finance to estimate capital sources and capital plans for the project (determining Vietnam's state budget capital and loans to China), to be completed in September 2025.
The Prime Minister requested the Ministries of Construction, Science and Technology, Finance, and Foreign Affairs, according to their functions and tasks, to report to the Prime Minister and Deputy Prime Ministers: Tran Hong Ha, Bui Thanh Son, Ho Duc Phoc, Nguyen Chi Dung on the implementation of assigned tasks every Saturday.
Proactively resolve difficulties and problems according to authority, if exceeding authority, report to the Prime Minister according to regulations.
