On September 15, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee on a number of important contents.
At the meeting, the Government Standing Committee gave opinions on the policy of building a number of international-level sports centers and complexes in a number of localities.
Accordingly, the Government Standing Committee agreed in principle, assigning the People's Committees of provinces and cities to base on recent resolutions of the Politburo, the National Assembly, the Government, planning, development requirements, considering proposals from investors to decide and organize the implementation according to their authority the construction of sports centers and complexes in some localities of international stature.
These sports centers and complexes are capable of participating in organizing the Asian Games (ASIAD) and the Olympics, ensuring progress, quality, no corruption, negativity, waste, if they exceed their authority, they will report to competent authorities for consideration and decision.
At the meeting, the Prime Minister also gave his opinion on the content of reviewing and promoting the completion of the North-South expressway in the East in 2025 according to the set goals and studying the investment plan to expand the sections on this expressway in the coming time.
According to the plan, the North - South expressway in the East is about 2,055 km long, with a scale of 6-12 lanes. The Ministry of Construction said that up to now, this expressway has been put into operation for about 1,652 km and is under construction for 388 km.
Some sections of the route are being invested in and expanded or are preparing to invest in expansion. By the end of 2025, the route will have some sections with limited 4-lane traffic, only allowing exploitation at a maximum speed of 90 km/h.
The Ministry of Construction assessed that the North-South expressway in the East has favorable conditions for expansion as has been cleared according to the scale of 6 lanes; if expanded, the exploitation speed will be increased to 120 km/h, bringing higher socio-economic efficiency and overcoming some shortcomings in the exploitation of limited 4-lane expressway sections such as the risk of incidents, accidents, and congestion.

In his concluding remarks, the Prime Minister emphasized that the key task from now until the end of 2025 is to continue reviewing, focusing resources, removing all difficulties and obstacles to complete and open the entire expressway from Cao Bang to Ca Mau, including the construction of rest stops.
The Ministry of Construction, the Ministry of Finance, relevant ministries, agencies and localities will summarize phase 1, draw lessons from the implementation process.
Based on the summary of phase 1, the Ministry of Construction and relevant agencies will evaluate, carefully study, develop the project, propose a comprehensive investment plan to prepare for the expansion and upgrading of the invested sections according to the phased scale to reach the full scale of the expressway.
