On September 6, the Government Office announced that it had just issued Notice No. 462/TB-VPCP on the conclusion of the Government Standing Committee at a meeting on technical standards and regulations in the railway sector.
The conclusion notice stated that the Government Standing Committee welcomed the Ministry of Construction, the Ministry of Science and Technology, and relevant agencies and units for their efforts to carry out assigned tasks related to the implementation of key national railway projects.
However, the progress has not yet met the requirements and there is still a lot of work to be done.
The relevant standards and regulations are a very important scientific basis for implementing the next steps such as selecting investment forms, determining investor selection criteria, etc., ensuring that railway projects will be implemented synchronously, safely and effectively.
This viewpoint has been directed throughout many documents by the Prime Minister, and needs to be seriously grasped and learned from by relevant agencies and units, reviewed the implementation delays in the past time, and urgently and proactively coordinated closely to carry out the following tasks:
The Ministry of Construction, the Ministry of Science and Technology, relevant agencies and units, according to their assigned functions and tasks, shall base on the direction of the Politburo, the Resolution of the National Assembly, the Government, international experience, and practical conditions of Vietnam to select the most optimal and safe technology.
Develop, appraise, and publish standards and regulations for high-speed railways and Lao Cai - Hanoi - Hai Phong railways in accordance with procedures, authority and regulations, to be completed in October 2025.
On that basis, consider selecting investment methods and investors in accordance with procedures, authority and legal regulations in October 2025; report to the Prime Minister on contents beyond authority.
