On August 30, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee to review and continue promoting the implementation of the high-speed railway project on the North-South axis and the Lao Cai - Hanoi - Hai Phong railway line.
At the meeting, the Ministry of Construction and the Ministry of Science and Technology reported and delegates gave their opinions on the implementation of the tasks assigned by the Prime Minister in developing, promulgating and announcing a set of standards, regulations, processes and regulations on high-speed railways.

In his concluding remarks, the Prime Minister acknowledged that the agencies have made many efforts in performing assigned tasks. Up to now, the set of relevant standards and regulations has basically been shaped, but compared to the consistent direction of the Prime Minister in the directive documents, it has not met the requirements.
The head of the Government requested the Ministry of Science and Technology to preside over and, together with the Ministry of Construction and relevant ministries and agencies, based on the law and situation of Vietnam, international practices and ISO standards, urgently complete the set of standards and regulations for Vietnam on the basis of referring to, inheriting and receiving international standards and regulations; announce according to authority and regulations, if it exceeds authority, report to competent authorities.
The National Assembly's Resolution on the investment policy for the Lao Cai - Hanoi - Hai Phong railway construction investment project has allowed investment in the project with a maximum design speed of 160 km/h, the Prime Minister directed agencies to research and propose the most suitable and effective technology and develop standards and regulations according to that technology.
Similarly, with the North-South high-speed railway project, the Central Government's policy, the Politburo and the Resolution of the National Assembly have determined the design speed of 350 km/h, the Prime Minister requested research agencies to choose the most suitable and efficient technology and develop standards and regulations according to that technology.
The Prime Minister requested agencies to publicly announce the above regulations and standards to apply to projects, investment implementation, calling for investment in the form of public investment, PPP investment and other forms of investment using legal capital.
From now until October 2025, the announcement of standards and regulations will be completed soon to urgently deploy the next steps of work. The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to continue directly directing this work.
