On December 30, the People's Council (HPC) of An Giang province continued the 2nd working day of the 7th session (regular session at the end of 2025). At the session, HPC delegates raised questions and questions on issues in many fields.
Delegate Doan Ngoc Anh raised the issue: Implementing the policy of arranging the organizational structure according to the 2-level local government model, arranging provincial-level and commune-level administrative units in the direction of expansion is a correct policy, initially achieving very positive results. However, after arranging public assets including surplus houses and land, there is not much demand for use (there are 476 surplus houses and land establishments). Currently, the management of these public assets is inadequate, leading to degradation and the possibility of theft and waste of public assets is very large.
Answering questions from delegates, Mr. Pham Minh Tam - Director of An Giang Department of Finance - said: After arranging the organizational structure according to the 2-level local government model, the Central Government, the Ministry of Finance, the Provincial Party Committee, the People's Council, and the Provincial People's Committee pay special attention to directing the arrangement and use of public assets to bring efficiency and avoid loss and waste. The Department of Finance has advised the Provincial People's Committee to decide to allocate public assets to agencies, units and communes, wards, and special zones to effectively manage and use public assets, ensuring sufficient facilities to operate the apparatus. For surplus land and housing facilities after arrangement, the rest is assigned to the Provincial Land Development Center for management and exploitation in accordance with the law.
At the same time, organize 3 training and fostering sessions to equip knowledge and skills on public asset management for civil servants and public employees performing public asset management tasks of provincial departments and agencies, People's Committees of communes, wards, and special zones to grasp new regulations, organize the management and use of public assets in accordance with current regulations, and conduct a general inventory of public assets at 0:00 on January 1, 2026 according to the direction of the Prime Minister.
Regarding solutions for managing and using assets to bring efficiency and increase resources for the province's development in the coming time, Mr. Tam said that for land and housing facilities that have been assigned to agencies and units, it is necessary to develop effective management and use plans, avoiding loss and waste.
For surplus land and housing facilities, the Provincial People's Committee assigns the Department of Finance to coordinate with the Department of Construction, the Department of Agriculture and Environment, the Provincial Land Fund Development Center and agencies and localities with exchanged assets to find effective exploitation and use solutions, and report to the Provincial People's Committee to submit for comments to the Standing Committee of the Provincial Party Committee.
In which, review the usage needs of agencies and units, prioritize functional conversion to make medical and educational facilities, used for other public purposes of the locality. Small and scattered housing and land facilities (such as school sites, hamlet headquarters...) are assigned to commune-level People's Committees for management, to allocate land to households without land to build houses of gratitude, houses of great solidarity, and land policies for ethnic minorities.
For vacant land areas or assets that have expired and are suitable for residential land planning proposed as resettlement areas to serve site clearance for public investment projects in communes, wards, and special zones. If suitable for socio-economic development conditions, land use planning and urban and rural planning, invite investors to auction land use rights according to regulations.
The Provincial Land Development Center shall coordinate with agencies and localities with assets to review and develop a specific timetable for each land area, adjust the function, adjust the planning to suit the development conditions of the locality and the province; and at the same time invite investment promotion to bring efficiency, avoid loss and waste, and increase resources for the province's development.
