Notably, the Party Secretary at the commune level, in addition to the general standards and specific standards of Executive Committee members and Standing Committee members of the Party Committee at the commune level, must also be an experienced cadre in Party building work, capable of handling difficult and complicated issues related to the locality and unit and responsible for his/her decisions.
The Provincial Party Committee prioritizes the arrangement of the current district secretary as the Secretary of the Commune Party Committee. In particular, for the Party Committee with an important position, economic scale, development of urban transport infrastructure, the number of party members and the population of the majority can consider and arrange personnel as members of the Provincial Standing Committee, Member of the Provincial Party Executive Committee as Secretary of the Commune Party Committee.

The Provincial Party Committee also stipulates specific standards and orientations for personnel arrangement for positions of leaders of specialized agencies, consultants and service assistants of the Commune Party Committee; positions of leaders and managers of the government sector; Chairmen and Vice Chairmen of the Vietnam Fatherland Front at the commune level.
This regulation is effective from the date of signing until there are new regulations and instructions from the Central Government, then it shall be implemented according to the regulations and instructions of the Central Government.
According to the project to reorganize the commune-level administrative apparatus of Bac Lieu province approved by the Provincial People's Council, the province agreed to submit to the Central Government to reorganize from 64 communes, wards and towns to 25 commune-level units (including 20 communes and 5 wards).
