The project sets out the principle of ending district-level activities and establishing a newly established organizational apparatus of the commune and ward political system to ensure streamlining and reducing intermediate levels; building and consolidating a strong, close-to-people commune-level political system, practically improving the spiritual life of the people.
According to the project, the provincial Party Executive Committee will decide the establishment of communal and ward party committees under the Provincial Party Committee; The Standing Committee of the Provincial Party Committee decided to appoint the Executive Committee, the Standing Committee, the Secretary, the Deputy Secretary, the Inspection Committee, the Chairman, the Vice Chairman of the Inspection Committee of the Party Committee of the Commune and Ward for the term 2020 - 2025 and the term 2025 - 2030.
The staff of the newly established Party Committees of communes and wards must not exceed 17 cadres, civil servants and public employees; the local government at the commune level (PC, UBND) must be arranged with no more than 32 positions.
End the use of non-professional workers at the current commune level from August 1, 2025.
For the Vietnam Fatherland Front Committee, socio -political organizations, the mass associations assigned by the Party and the State at the district level, the Project to end the operation and transfer the tasks of these agencies to the provincial and commune levels after merging.
For the Public Security, Military, People's Court, People's Procuracy, the Project is oriented to comply with the direction of the Central Government and the superior vertical sector, ensuring the roadmap according to regulations.
The Executive Committee of the Bac Lieu Provincial Party Committee also issued a Project to end the activities of the Party Committees of districts, towns, cities and the Party Committees of communes, wards and towns.
The project stated that after having a Resolution of the National Assembly, the National Assembly Standing Committee on implementing 2-level local government, the Bac Lieu Provincial Party Committee will decide to end the operation of 7 District Party Committees and 64 Commune Party Committees before reorganizing them in accordance with Party regulations.
The Party Committees and Party cells under the District Party Committee and the Commune Party Committee have now been transferred to the new Commune and Ward Party Committee.
