According to the Resolution, non-specialized personnel in villages and residential groups include 3 titles: Secretary of the Party Cell; Village Head or Head of the residential group; Head of the Fatherland Front Work Committee. The allowance level is regulated according to the population size and conditions of each area.
For villages with 700 or more households, residential groups with 1,000 or more households, villages and residential groups belonging to key commune-level administrative units on national defense or particularly difficult villages (the allowance level is equal to 8 times the base salary), Party cell secretaries and village heads (resident group heads) are entitled to a allowance coefficient of 3.0; Heads of Front Work Committees are entitled to a coefficient of 2.0.
For the remaining villages and residential groups (the allowance level is 6.5 times the base salary), the Party Secretary and the Village Head (Residential Group Head) are entitled to a coefficient of 2.4; the Head of the Fatherland Front Work Committee is entitled to a coefficient of 1.7. The above allowance level includes social insurance contribution support.
The Resolution also stipulates 8 titles participating in activities in villages and residential groups, including: Deputy Secretary of the Party Cell; Deputy Village Head (Deputy Head of the residential group); Health and Population staff (village and hamlet midwives) and food safety; Head of the Farmers' Association; Head of the Women's Union; Head of the Veterans Association; Head of the Elderly Association; Secretary of the Ho Chi Minh Communist Youth Union.
The monthly support level for these titles is regulated according to a coefficient from 0.7 to 1.5 of the base salary level, depending on the title and type of village or residential group. Each village or residential group is arranged with a maximum of 8 people participating in activities; for large-scale villages and residential groups, 1 to 2 Deputy Village Heads (Deputy Heads of residential groups) are additionally arranged according to regulations.
Regarding concurrent positions, non-specialized personnel are allowed to concurrently hold the title of non-specialized personnel and the title of participating in activities in villages and residential groups, but only receive one allowance level of the assigned title. People participating in activities in villages and residential groups when concurrently holding an additional title are entitled to 50% of the support level of the concurrent title; this allowance is not used to calculate contributions and enjoyment of social insurance and health insurance.
The Resolution also stipulates the arrangement of Village Heads (Group Leaders of residential groups) concurrently Deputy Party Cell Secretaries. In case of not performing concurrent duties according to this model, Deputy Party Cell Secretaries are arranged to concurrently be Deputy Village Heads (Deputy Group Leaders of residential groups) in order to streamline the apparatus and improve operational efficiency at the grassroots level.
The Resolution takes effect from July 16, 2026; regimes and policies are implemented from July 1, 2026; especially the regime for the titles of Health and Population Staff (village and hamlet midwives) and food safety is implemented from July 15, 2026.
At the same time, abolish previous resolutions of the People's Council of Bac Giang province (old) and the People's Council of Bac Ninh province (old) related to regimes and policies for non-specialized workers in villages and residential groups to ensure uniformity in the process of implementation after arranging administrative units.
