The Resolution takes effect from August 1, 2026, replacing the previous regulations on protecting state secrets of the People's Council of Bac Ninh province.
The Regulation consists of 4 chapters, 19 articles, specifying the activities of protecting state secrets; responsibilities of the Provincial People's Council, the Standing Committee of the Provincial People's Council, the People's Council Boards, the Delegation, the Provincial People's Council delegates, the Office of the National Assembly Delegation and the Provincial People's Council, and relevant agencies, organizations, and individuals in the work of protecting state secrets.
According to the Regulations, the protection of state secrets must comply with the Party's leadership and legal regulations; ensure the right purpose, right authority, order, and procedures; proactively prevent, promptly detect, prevent and strictly handle violations.
At the same time, protecting state secrets must be associated with ensuring citizens' right to access information in accordance with the law.
The Regulations clearly stipulate the authority to determine state secrets, confidentiality and scope of circulation for documents and objects containing state secrets; the authority to sign confidential documents, manage copies, photos, statistics, storage, preservation, transportation, delivery, and removal of confidential documents from storage locations as well as the provision and transfer of state secrets to domestic and foreign agencies, organizations, and individuals in accordance with the law.
Regarding the organization of meetings, sessions, conferences, seminars, and meetings with state secret content, the Regulation requires ensuring full conditions on attendance, venue, means, equipment, protection plans and document recovery after completion. In case of organizing meetings with foreign elements, the use and provision of state secret information must be carried out in accordance with authority, ensuring security, safety and not leaking or leaking state secrets.
In addition, the Regulation also specifically stipulates the time limit for protecting state secrets, the extension and adjustment of confidentiality, declassification, destruction of documents and objects containing state secrets; and clearly defines the responsibilities of the Standing Committee of the Provincial People's Council, the Provincial People's Council Boards, Delegation groups, delegates of the Provincial People's Council, the Office of the National Assembly Delegation and the Provincial People's Council, and the person directly managing and accessing state secrets in organizing the implementation, inspection, reporting and handling of cases related to protecting state secrets.
