As Lao Dong reported, the Ministry of Home Affairs has just completed the latest draft of the Resolution of the National Assembly Standing Committee on the arrangement of administrative units (ADUs).
Compared to the original draft, the criteria for arranging commune-level administrative units have some adjustments. Notably, new criteria have been proposed to reduce the total number of commune-level administrative units to about 5,000 units.
In Bac Ninh province, the report of the Department of Home Affairs shows that the province currently has 8 districts, towns and cities with 121 commune-level administrative units, including 66 communes, 50 wards and 5 towns.
On April 2, at the meeting of the Steering Committee for the Construction of the Project of not organizing district-level administrative units and arranging and merging commune-level administrative units, Chairman of the People's Committee of Bac Ninh province Vuong Quoc Tuan agreed to submit a plan to reduce about 50% of the number of commune-level administrative units after the merger.
Bac Ninh province plans to collect public opinions on the project to arrange and merge commune-level administrative units from April 18-23.
After that, from April 24-25, the People's Committee will submit to the People's Council of Bac Ninh province to issue a Resolution approving the policy of not organizing district-level administrative units and merging commune-level administrative units to submit to the Government the Project on arranging district-level and commune-level administrative units on April 25.

Meanwhile, in Binh Duong province, the Standing Committee of the Provincial Party Committee also chaired a meeting last week to give opinions on the arrangement of administrative units and the organization of the commune-level political system.
According to the plan to implement Conclusion No. 137-KL/TW, dated March 28, 2025 of the Politburo, the Secretariat on the Project on arranging and reorganizing the DVHC at all levels and developing a model of organization of local governments 2 levels, before 1.5.2025, Binh Duong province will complete the process and procedures submitting to the Government of the Project on arrangement of communal levels in the direction of reducing the current number of communal units.
From July 1, 2025, the operation of district-level administrative units will end.
At the meeting of the first quarter of 2025 between the Standing Committee of the City Party Committee, the People's Council, the Hanoi People's Committee and the districts, towns in the afternoon of 3.4, the Department of Home Affairs reported the draft plan of communal DVHC arrangement in the city to consult the delegates.
The draft of this plan stated the contents of the Central Government, the total number of communes and wards after arranging decreased by about 50% compared to the total number of communal units before arranging.
Currently, Hanoi has 526 commune-level administrative units, including 160 wards, 345 communes and 21 towns. If implemented according to the above rate, Hanoi will reduce from 526 wards, communes and towns to 263 commune-level administrative units.
Notably, the Dak Lak Provincial People's Committee has just issued Official Letter No. 3025/UBND-NVKS on orientation, guidance for the development, and proposal for the arrangement of commune-level administrative units.
The new commune after the arrangement must have a natural area and a population of 300% or more of the commune's standards prescribed in the Resolution of the National Assembly Standing Committee on the standards of administrative units and the classification of administrative units.
For the population size standard of mountainous communes, highlands or national borders on land with 30% or more of the population being ethnic minorities, the minimum is 7,500 people.
The Provincial People's Committee requests localities to coordinate, discuss and agree with each other and study and refer to the plan to arrange commune-level administrative units of Dak Lak province proposed by the Department of Home Affairs in Submission No. 23/TTr-SNV dated March 26, 2025 to develop and propose a plan to arrange commune-level administrative units to ensure the expected implementation of a minimum reduction of 70% and a maximum reduction of 75% compared to regulations.
