Bac Ninh Provincial People's Committee has just issued document No. 2427/UBND-KTN. Accordingly, the Chairman of Bac Ninh Provincial People's Committee requested to strengthen leadership and direction in implementing large and key projects according to the direction of the Government Party Committee.
Specifically, the Chairman of Bac Ninh Provincial People's Committee assigned the Department of Construction to preside over and coordinate with departments, branches and localities to monitor and urge the implementation; monitor, urge, and guide investors and Project Management Boards in managing costs, progress and quality of construction works in accordance with the law on construction.
The Department of Finance reviews and classifies infrastructure construction investment projects in the form of public investment (including large projects, key projects) and large-scale, key private investment projects in the province.
Identify and summarize the list of projects and send it to the Department of Construction as a basis for monitoring and urging. At the same time, monitor and evaluate the situation of allocation and disbursement of public investment capital; advise the Provincial People's Committee on solutions to ensure resources and accelerate the progress of project implementation according to regulations.
The Department of Agriculture and Environment reviews and removes difficulties and obstacles related to land, compensation, support, resettlement, and site clearance to serve the construction of projects.
The Departments of Home Affairs, Justice, Industry and Trade, Science and Technology, Culture, Sports and Tourism, Education and Training, and Health coordinate with relevant agencies and units to review and remove difficulties and obstacles related to the management sector in the implementation of large and key projects in the province.
The Management Board of Industrial Parks of the province monitors, urges, and guides project investors in industrial parks in managing costs, progress and quality of construction works in accordance with the law on construction; monitors and supervises the organization of implementation of large and key projects under their management.
The Provincial Police directs its affiliated units to ensure security and order in areas where large projects and key projects are being implemented in the province; strengthen fire prevention and fighting and rescue at construction sites and projects under construction.
Coordinate with relevant agencies and units to review and remove difficulties and obstacles related to the implementation of large and key projects in the province.
People's Committees of communes and wards organize propaganda and mobilize people to create consensus in the process of implementing projects in the area; coordinate in implementing compensation, support, resettlement, and site clearance.
The investors of large and key projects are responsible for organizing the implementation of projects in accordance with the law. Do not allow prolonged delays, losses, and waste of resources; do not allow the situation of groundbreaking and project implementation being formalistic, unfinished, and ineffective to occur.
