On the morning of March 19, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu - Head of the Central Steering Committee for Vietnamese Cultural Development (Steering Committee) chaired the first meeting of the Steering Committee.
Attending the meeting were Politburo members, Secretariat members; Central Party Committee members, leaders of departments, ministries, and sectors who are members of the Steering Committee.
At the meeting, delegates gave opinions on: Report on the progress and results of implementing Resolution No. 80-NQ/TW; Draft Working Regulations of the Steering Committee; Expected assignment of tasks of Steering Committee members; Work Program for 2026 of the Steering Committee.

Orienting the key contents in the coming time, regarding the guiding viewpoints, the Standing Committee of the Secretariat proposed to closely follow the 5 guiding viewpoints set out in Resolution 80-NQ/TW to implement with the highest determination, the most drastic action, the highest efficiency, every day, every month must be seen, measurable, focusing on key and priority tasks; promptly solve urgent issues, focus on removing difficulties, obstacles, and bottlenecks in institutions, policies, and laws.
Regarding tasks for 2026, the Standing Committee of the Secretariat proposed that the National Assembly Party Committee preside over and coordinate with relevant agencies and organizations to promptly complete the National Assembly's Resolution on developing Vietnamese culture to implement Resolution No. 80-NQ/TW, and submit it to the 16th National Assembly at the First Session.
At the same time, fully and promptly institutionalize policies and orientations, improve the legal system, and promptly remove bottlenecks and bottlenecks in institutions, mechanisms, and policies for cultural development.
The Government Party Committee directs and urges agencies to implement the key tasks of 2026 according to the Action Program to ensure progress, including: Developing a Plan to synchronously implement the cultural value system, national value system, family value system, and Vietnamese human standards; Foreign cultural strategy to 2035, vision to 2045; National brand development project on cultural industry; National brand development project on tourism on a cultural platform; National cultural index set, Statistical set on the contribution of cultural industries to economic development.
At the same time, focus on investing in and completing cultural infrastructure, prioritizing national-scale cultural institutions on a regional and international scale, linked to regional and local cultural institution infrastructure.
Build, operate and effectively exploit national cultural data infrastructure, a shared digital platform to ensure synchronous connection with national databases. Develop digital infrastructure, strengthen the application of artificial intelligence, big data, virtual reality technology in cultural production, distribution, consumption and cultural management.
The Ministry of Culture, Sports and Tourism reviews and supplements the Vietnam Cultural Development Strategy to 2035, which integrates development contents on cultural, artistic and creative human resources; orienting and directing the completion of the Strategy.
Quoting the direction of General Secretary To Lam at the Conference to thoroughly grasp and implement the Resolution on Vietnamese cultural development (February 25): " Avoid doing it widely, avoid formality, avoid doing it for show, do it for fun", Standing Secretary of the Secretariat Tran Cam Tu affirmed that the Steering Committee not only plays a role in orienting but also must act decisively to create substantive changes.
