On April 22, the People's Committee of Bac Ninh province held a meeting for April 2025.
The meeting focused on discussing and giving opinions on the Project to reorganize Bac Ninh and Bac Giang provinces, the Project to reorganize administrative units (ADUs) at the commune level of Bac Ninh province in 2025.
According to the report of the Department of Home Affairs, the appointment of the head of Bac Ninh and Bac Giang provinces is in line with cultural traditions, customs, practices, and religions because they have the same historical origin, separated from Ha Bac province.
Bac Ninh province (new) has a natural area of 4,718.6 km2; population of 3,619,433 people; has 99 commune-level administrative units.

After the merger, the new Bac Ninh province will continue to strive to develop urban standards and criteria to become a centrally-run city according to the roadmap, ensuring the standards of a centrally-run city in terms of natural area reaching 314.6%, the standards of population size reaching 241.3% compared to regulations.
Through public consultation, the total number of voters representing households in the two provinces who agreed was 781,025, reaching 98.21%. Of which, voters representing households in Bac Ninh province agreed with 321,545 voters, reaching a rate of 97.78%.
For the Commune-level ADUs Arrangement Project, the whole province has a total of 41 new commune-level ADUs, including 20 wards and 21 communes; reducing 80 commune-level ADUs (equivalent to 66.11%), including 44 communes, 31 wards and 5 towns. Through public consultation, the total number of household representative voters in agreement was 316.863, reaching a rate of 96.35%.
Chairman of the People's Committee of Bac Ninh province Vuong Quoc Tuan requested the Departments and branches according to their functions and tasks as contained in the Project to continue studying and contributing opinions in writing to the Department of Home Affairs no later than 9:00 p.m. today (April 22).
Department of Home Affairs summarized and completed the most complete project to submit to the provincial People's Council on April 25, right after the provincial People's Council approved and sent reports to the Central Steering Committee on the arrangement and merger of the provincial and commune levels and organized a 2 -level local government system.
After the merger, the new Bac Ninh province will have an economic scale of 439.8 trillion VND, ranking 5th in the country, after the localities: Ho Chi Minh City, Hanoi, Hai Phong and Dong Nai.
At the meeting with voters of Hiep Hoa district (Bac Giang) on the afternoon of April 16, Permanent Deputy Prime Minister Nguyen Hoa Binh said that after the merger, the new Bac Ninh province will have a very large role and position, with the economic scale ranked 5th in the country, and at the same time, it is planned that by 2030, Bac Ninh will become a smart city, a centrally-run city.
