The members include: Deputy Chairman of the Government Office Nguyen Sy Hiep; Deputy Minister of Foreign Affairs Nguyen Minh Hang; Deputy Minister of Justice Nguyen Thanh Tinh; Deputy Minister of Agriculture and Environment Hoang Trung; Deputy Minister of Construction Nguyen Danh Huy; Deputy Minister of Industry and Trade Phan Thi Thang; Deputy Minister of Health Le Duc Luan; Deputy Minister of Education and Training Le Tan Dung; Deputy Governor of the State Bank of Vietnam Nguyen Ngoc Canh; Vice Chairman of Hanoi People's Committee Duong Duc Tuan; Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong.
This Decision takes effect from June 2, 2025 and replaces Decisions No. 248/QD-TTg dated March 26, 2024 and Decision No. 249/QD-TTg dated February 7, 2025 of the Prime Minister on the completion of the National Steering Committee on ODA and preferential loans.
The National Steering Committee on ODA and preferential loans is responsible for researching and proposing to the Prime Minister policies and orientations to attract, manage and effectively use ODA capital and preferential loans from donors.
In addition, it helps the Prime Minister direct and coordinate with other sectors in resolving important, inter-sectoral issues in the process of preparing and implementing programs and projects using ODA capital and preferential loans.
In which, operate and coordinate flexibly to promptly resolve or help the Prime Minister direct the resolution of bottlenecks beyond the authority of ministries, branches and localities arising in the process of organizing, managing and implementing programs and projects using ODA capital and preferential loans...
The Steering Committee also helps the Prime Minister urge ministries, ministerial-level agencies, government agencies and localities to implement important, inter-sectoral issues in attracting, managing and using ODA capital and preferential loans from donors.
