The Government has just issued Resolution No. 66.12/2026/NQ-CP on the organization and operation of the Military Command (CHQS) of communes, wards, special zones under the Provincial Military Command, centrally-run cities, Hanoi Capital Command, and Ho Chi Minh City Command, effective from January 26.
According to the Resolution, the commune-level Military Command is a local military agency directly under the provincial-level Military Command.
The commune-level Military Command has the function of advising the Party Committee and commanders at higher levels; the Party Committee and local authorities at the same level perform the function of state management of military and national defense in the locality; organize the construction, management, command, and administration of units and armed forces under their authority to be strong, ready to fight, fight and perform military and national defense tasks in the commune area.
The commune-level Military Command has legal status, seals, accounts, and private headquarters.
The Resolution clearly states that the Commune-level Military Command has the task of advising the Party Committee and commanders at higher levels; the Party Committee and government at commune level lead the construction of the all-people national defense base, the all-people national defense posture associated with the people's security posture, building a defense area, building a comprehensively strong base; advising the Commune-level People's Committee on organizing, building, and mobilizing militia forces in accordance with the law.
Advise the Party Committee and commune-level government to implement state management of local national defense work; direct, manage, and operate the implementation of national defense and military tasks in localities; command and unify armed forces when there is a situation of national defense in accordance with the law.
Regarding training and combat readiness, the Commune-level Military Command presides over advising the Party Committee and Commune-level government to organize training, drills, and combat exercises in the area of defense, civil defense, search and rescue.
Presiding over and coordinating with functional agencies at the same level to build combat documents and perform combat and combat readiness tasks; developing plans and organizing training for the standing forces and self-defense militia according to the combat training plan of the Provincial Military Command.
Organize competitions and sports festivals; participate in competitions and sports festivals at all levels; maintain combat readiness, serve combat and combat of local armed forces, militia and self-defense forces under their authority; coordinate with police, army and other forces in the area in exercises, competitions, sports festivals, serving combat and combat; participate in preventing and combating terrorist activities, sabotage, causing disturbances, riots, maintaining political stability, social order and safety.
Regarding force building, the Commune-level Military Command has the task of building standing forces, self-defense militia forces and reserve mobilization forces; presiding over advising the Commune-level Military Service Council on military recruitment work; implementing military recruitment work; coordinating with relevant agencies and organizations to receive and orient careers for demobilized soldiers.
