On June 15, the Party Committee of the Hai Phong Economic Zone Management Board held the First Congress of Delegates for the 2025-2030 term. Attending and directing the congress were Mr. Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City. Also attending were Mr. Le Anh Quan, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Committee and 250 delegates representing nearly 1,200 Party members of the Hai Phong Economic Zone Management Board Party Committee.
For the 2020-2025 term, the Party Committee of the Hai Phong Economic Zone Management Board promotes the spirit of solidarity, proactiveness, creativity and achieves comprehensive achievements, completing and exceeding the 13/13 targets set by the Party Congress Resolution. Hai Phong Economic Zone continues to affirm its leading role as an important growth driver of the city. Investment attraction has achieved impressive results, far exceeding the plan set for the 2020-2025 term: Attracting 18.6 billion USD of newly granted foreign direct investment (FDI) and adjusting it up, reaching 186% of the Resolution target, equal to 206% compared to the 2015-2020 term. Domestic investment capital (DDI) also grew strongly, expected to reach VND481,915 billion, equal to 449% compared to the 2015-2020 term, accounting for 68% of the total DDI capital of the whole city.
The work of Party building and the political system in the Party Committee has made great strides, affirming and enhancing the leadership role in the special economic environment. During the term, the entire Party Committee has 20% of affiliated grassroots party organizations classified as having excellently completed their tasks, 90% of party organizations have completed their tasks well. There is no weak party organization...
For the 2025-2030 term, the Party Committee of the Hai Phong Economic Zone Management Board set out 10 main targets for implementing socio-economic tasks and 9 main targets for implementing Party building work, such as developing 10-20 new industrial parks according to the ecological industrial park model; Attracting FDI in the entire term reaches 15-20 billion USD. Strive for an average occupancy rate of over 60%.
Along with that, strive to achieve 15-20% of clean and strong grassroots Party organizations every year. There is no weak party organization that does not complete its tasks. The Party Committee is annually recognized as a Party organization that excellently completes its tasks...
Speaking at the Congress, Hai Phong City Party Secretary Le Tien Chau praised and congratulated the comprehensive achievements of the Hai Phong Economic Zone Management Board Party Committee in the 2020-2025 term. Overcoming many difficulties and challenges, the Management Board has truly affirmed its role as a locomotive in advising, strategizing and implementing industrial development tasks, and is the city's most important growth driver in recent years. Facing a new development stage, when the historical event of merging Hai Duong province and Hai Phong city will create a new Hai Phong with a much larger economic scale, population and industrial space, it is necessary to build new, modern economic models such as the Southern Coastal Economic Zone, the New Generation Free Trade Zone and ecological industrial parks. In that context, the role of the Hai Phong Economic Zone Management Board is not only to manage, but to create development, be a strategic spearhead, be a pioneer of the city in realizing new growth spaces, leading the process of transforming the economic model, and most clearly demonstrating the spirit of "Creating government - Resolutely taking action - Taking the lead, daring to take responsibility".
According to the Secretary of the Hai Phong City Party Committee, to successfully carry out those important tasks, the work of Party building and improving the leadership capacity of the Party Committee of the Management Board plays a key and decisive role. Therefore, in the coming term, the Party Committee of the Management Board needs to continue to strongly innovate leadership methods, especially the work of building the Party in a unique FDI enterprise environment. The experience of the Management Board is a valuable asset for the whole city.
