The post-arrangement apparatus must be assessed by practical measures
On the afternoon of June 3, at the Party Central Committee Headquarters, General Secretary and President To Lam chaired a working session with the Central Organization Committee on the focus of Party building organization work in the spirit of the 14th Party Congress Resolution.
Also attending the working session were Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu; Politburo members, Secretariat members, Central Committee members, leaders of ministries and sectors.

At the working session, leaders of the Central Organization Committee briefly reported on the focus of Party building work in the spirit of the 14th Party Congress Resolution.
After listening to the discussions and concluding speeches at the working session, General Secretary and President To Lam emphasized a number of key issues.
That is to unify awareness, in the new development stage, Party building work, organizational and personnel work is not only an internal task of the Party, but also the root capacity of national governance; it is a decisive condition to turn guidelines into reality, turn resolutions into actions, turn resources into development, turn people's trust into strength.

The General Secretary and President clearly stated that it is necessary to strongly innovate the Party's leadership method. Innovating leadership methods makes the Party and each party member more attached to the political system and the people. Do not loosen the leadership role, do not justify or replace the State, the Fatherland Front and organizations in the political system.
Regarding the effective operation of the new organizational model, the General Secretary and President emphasized that the Central Organization Committee needs to continue to carefully review the functions, tasks, powers, organizational structure, and working relationships of agencies and units in the political system after arrangement.
The principle is that one agency can do many things, but one task is only assigned to one agency to take the lead and be primarily responsible. The post-arrangement apparatus must be assessed by practical measures.

Really implementing the policy of "there is in, there is out", "there is up, there is down
Regarding fundamental innovation in personnel work, the General Secretary and President requested that in the new period, cadres not only need firm political bravery, bright moral qualities, exemplary lifestyle, but also must have strategic thinking, modern management capacity, digital transformation capacity, implementation organization capacity, difficult problem handling capacity, capacity to dialogue with the people and the spirit of daring to think, dare to do, dare to take responsibility for the common good.
General Secretary and President emphasized that personnel work must be innovated from "the right process" to "the right people, the right job, the right capacity, the right strengths, the right products". The process is very important, but the process cannot replace the quality of officials. Dossiers are very necessary, but dossiers cannot replace the product of work. Diplomas, seniority, and positions cannot replace the ability to perform, prestige and results of serving the people.
Cadre evaluation must be a breakthrough stage. If evaluation is correct, then arrangement is correct, use is correct, training is correct, protection is correct, screening is correct. If evaluation is wrong, good people will not be promoted, weak people will not be replaced, opportunists may sneak deeper, climb higher, ruin work, ruin organization, ruin trust; it is necessary to strongly shift to evaluating cadres by qualities, capacity, prestige, specific products, task performance results, work data and people's trust.
Really implement the policy of "there is input, there is output", "there is up, there is down"; discover, train, foster, arrange, and use young cadres, female cadres, ethnic minority cadres, scientific and technical cadres, cadres with outstanding capacity, and cadres who have grown up from grassroots practice.
Strategic-level cadres and grassroots cadres need special attention; there needs to be a stronger mechanism to detect, attract, and value talents.

The General Secretary and President requested that power control must be implemented throughout the process: building institutions, organizing apparatus, decentralizing, delegating power, planning, appointing, evaluating, using, rewarding, disciplining cadres; must resolutely combat running for positions, running for power, group interests, localism, familiarity, closedness, term thinking.
All Party regulations must be strictly and consistently implemented, associated with inspection, supervision and strict handling of violations. Inspection and supervision work must shift strongly from passive to proactive; from handling after violations to prevention and early warning.
