On the afternoon of June 2nd, at the Party Central Committee headquarters, General Secretary and President To Lam, Head of the Steering Committee, chaired a meeting of the Central Steering Committee on summarizing 1 year of operation of the overall organizational model of the political system and the 3-level government model.
Also attending the meeting were Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu; Politburo members, Party Central Committee Secretaries, Party Central Committee members, leaders of relevant ministries and sectors.
Concluding the meeting, General Secretary and President To Lam said that initially it can be seen that we have deployed a large volume of work with high requirements, but the results achieved are only initial steps, the success of the arrangement phase does not mean the success of the operation phase.
Therefore, General Secretary and President To Lam requested that from now on, the state must shift from arranging the apparatus to operating the apparatus well; from stabilizing the organization to improving the quality of governance, from decentralization and delegation of power to ensuring implementation capacity.
General Secretary and President To Lam noted that, in the immediate future, the bottlenecks arising in reality should be resolved immediately, thereby completing the report in the direction of further improving the overview of theoretical depth, practicality and persuasiveness; the report must have a central and clear argument from arranging the organizational structure to improving leadership capacity, management capacity and organizational implementation capacity of the entire political system; the way of writing reports needs to strongly shift from listing to impact analysis, from describing work to evaluating operational quality; from stating advantages and difficulties to correctly identifying bottlenecks, from general recommendations to recommendations on the right work within the right authority, with clear responsibilities, clear roadmap, and clear addresses.
In particular, the report needs to supplement 6 major orientation contents, in which it is necessary to pay attention to assessing the innovation of Party leadership methods in the new model, the operating capacity of local authorities at 2 levels, especially at the commune level. Pay attention to the quality of cadres at the grassroots level and assess the effectiveness of decentralization and delegation of power associated with resources and power control.
General Secretary and President To Lam emphasized: "This organizational structure reform is of great significance, not only for the present but also for the future development of the country.
What we aim for is not only a less focal point apparatus but a stronger, smoother, more responsible, more efficient and better serving the people apparatus, not only arranging the organizational apparatus but also innovating leadership methods, management methods, operating methods, working methods, and implementation organization methods; not only solving immediate requirements but also creating a foundation for a modern, efficient, effective, and efficient national governance model, meeting the needs of rapid and sustainable development of the country in the new period".
