Continuing the 9th Session, on the morning of June 12, with 461/465 National Assembly deputies in favor, the National Assembly passed the Resolution of the National Assembly on the arrangement of provincial-level administrative units in 2025.
The National Assembly resolved:
1. Merge the entire natural area and population of Ha Giang and Tuyen Quang provinces into a new province called Tuyen Quang province.
2. Merge the entire natural area and population of Yen Bai and Lao Cai provinces into a new province called Lao Cai province.
3. Merge the entire natural area and population of Bac Kan and Thai Nguyen provinces into a new province called Thai Nguyen province.
4. Merge the entire natural area and population of Vinh Phuc, Hoa Binh and Phu Tho provinces into a new province called Phu Tho province.
5. Merge the entire natural area and population of Bac Giang and Bac Ninh provinces into a new province called Bac Ninh.
6. Merge the entire natural area and population of Thai Binh and Hung Yen provinces into a new province called Hung Yen province.
7. Merge the entire natural area and population of Hai Duong province and Hai Phong city into a new city called Hai Phong city.
8. Merge the entire natural area and population of Ha Nam, Nam Dinh and Ninh Binh provinces into a new province called Ninh Binh province.
9. Merge the entire natural area and population of Quang Binh and Quang Tri provinces into a new province called Quang Tri province.
10. Merge the entire natural area and population of Quang Nam province and Da Nang city to form a new city called Da Nang city.
11. Merge the entire natural area and population of Kon Tum and Quang Ngai provinces into a new province called Quang Ngai province.
12. Merge the entire natural area and population of Binh Dinh and Gia Lai provinces into a new province called Gia Lai province.
13. Merge the entire natural area and population of Ninh Thuan and Khanh Hoa provinces into a new province called Khanh Hoa province.
14. Merge the entire natural area and population of Dak Nong, Binh Thuan and Lam Dong provinces into a new province called Lam Dong province.
15. Merge the entire natural area and population of Phu Yen province and Dak Lak province into a new province called Dak Lak province.
16. Merge the entire natural area and population of Ba Ria - Vung Tau, Binh Duong and Ho Chi Minh City provinces into the new city called Ho Chi Minh City.
17. Merge the entire natural area and population of Binh Phuoc province and Dong Nai province into a new province called Dong Nai province.
18. Merge the entire natural area and population of Long An province and Tay Ninh province into a new province called Tay Ninh province.
19. Merge the entire natural area and population of Soc Trang and Hau Giang provinces and Can Tho city into the new city called Can Tho city.
20. Merge the entire natural area and population of Ben Tre, Tra Vinh and Vinh Long provinces into a new province called Vinh Long province.
21. Merge the entire natural area and population of Tien Giang and Dong Thap provinces into a new province called Dong Thap province.
22. Merge the entire natural area and population of Bac Lieu province and Ca Mau province into a new province called Ca Mau province.
23. Merge the entire natural area and population of Kien Giang province and An Giang province into a new province called An Giang province.
The provinces and cities that do not implement the merger include: Hanoi; Hue City; Lai Chau; Dien Bien; Son La; Lang Son; Quang Ninh; Thanh Hoa; Nghe An; Ha Tinh; Cao Bang.
The Resolution assigns the Government, ministries and central branches to be responsible for guiding and promptly handling issues arising in the process of arranging provincial-level administrative units, perfecting the organization of local government at all levels to implement the 2-level local government model.
This Resolution takes effect from the date of approval by the National Assembly.
