In the afternoon of February 12, Prime Minister Pham Minh Chinh - Head of the Steering Committee for Nuclear Power Plant Construction - chaired the 5th Meeting of the Steering Committee.
According to reports and opinions at the meeting, in the past time, under the close direction of the Government, the Prime Minister and the Steering Committee, ministries, branches, localities, and related units have actively and proactively implemented assigned tasks, achieving many specific results in promoting the nuclear power plant construction project.
In which, basically completed the institutional building work; deployed a number of tasks on site clearance, human resource training, completed negotiations with the Russian side and agreed on the draft Intergovernmental Agreement on cooperation in building Ninh Thuan 1 Nuclear Power Plant.
Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that ensuring national energy security is an urgent requirement and an important foundation and premise for economic development, associated with the requirement for energy transition towards green, clean, and environmentally friendly. Therefore, it is necessary to focus on and promote the development of power sources, including nuclear power.
The nuclear power plant construction project is a national key project, with a strategic vision for a hundred years, so it is necessary to deploy tasks and tasks according to authority with the most urgent and responsible spirit; which contents exceed authority, which contents are still problematic, then report specifically to competent authorities.

The Prime Minister requested that within the next 2 days, relevant ministries and sectors under the direct direction of Deputy Prime Minister Bui Thanh Son urgently complete the report of the Government Party Committee to submit to competent authorities on the results of negotiations on the Agreement on cooperation in building Ninh Thuan 1 nuclear power plant with the Russian side and the deployment situation of the Ninh Thuan 2 nuclear power plant project.
The Prime Minister also requested the Ministry of Science and Technology to continue reviewing, developing and perfecting standards, regulations, processes, and regulations related to the nuclear power plant project.
Khanh Hoa province coordinates with ministries and sectors to urgently carry out tasks that can be implemented immediately according to its authority, related to compensation, site clearance, and resettlement for people, ensuring the legitimate and lawful rights and interests of the people.
It must be implemented with the principle that people's lives in the new place must be better or equal to the old place of residence; and at the same time strengthen inspection and supervision to prevent corruption, negativity, and wastefulness.
The Prime Minister assigned the Ministry of Foreign Affairs to closely coordinate with ministries and sectors in the process of exchanging with partners on the implementation of the Ninh Thuan 2 nuclear power plant construction project.
The Prime Minister requested ministries, branches, and localities to deploy work more actively and drastically; reports submitted to competent authorities must be based on the spirit of "6 clarities: Clear people, clear tasks, clear responsibilities, clear authority, clear time, clear results".
