On January 26, Prime Minister Pham Minh Chinh chaired a meeting of the Standing Committee of the Government and the Standing Committee of the Government Party Committee to approve draft reports and submissions to competent authorities on nuclear power projects.
Faced with the new requirements of the development period, at the end of 2024, the Central Executive Committee and the National Assembly carefully considered and agreed on the policy of restarting the Ninh Thuan nuclear power project.
On August 20, 2025, the Politburo issued Resolution No. 70-NQ/TW on ensuring national energy security to 2030, vision to 2045, which requires urgent implementation of Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects.
The Prime Minister has made decisions to establish a Steering Committee for Nuclear Power Plant Construction, directing the resolution of important inter-sectoral issues in the process of implementing the National Assembly's Resolution on continuing to implement the policy of investing in the Ninh Thuan nuclear power project.
In which, basically completing the work of institution building; deploying a number of site clearance and human resource training tasks.
In particular, after many rounds of negotiations, the entire draft Agreement on cooperation in building the Ninh Thuan 1 Nuclear Power Plant has been basically agreed upon with the Russian side.
Concluding the meeting, the Prime Minister welcomed and highly appreciated ministries, branches, and agencies for closely following the guidelines and directions of competent authorities, actively implementing tasks, in which basically completing negotiations with Russian partners on the construction of Ninh Thuan 1 Nuclear Power Plant.
The Prime Minister emphasized that building a nuclear power plant is a large project, strategic, with a hundred-year vision, and a new, high-tech field, with sensitive nature, especially regarding nuclear safety.
The Prime Minister requested the Ministry of Industry and Trade to preside over and coordinate with relevant ministries, agencies, and economic groups to complete the draft reports and submissions of the Government Party Committee on the project; and at the same time submit the draft Agreement between Vietnam and Russia and have proposals and recommendations to submit to competent authorities for consideration. In addition, develop draft resolutions and directing documents of competent authorities at all levels on the project.
