On November 25, in Hanoi, the 13th Party Central Committee Conference completed many tasks.

According to VNA, in his closing speech at the Conference, summarizing the results achieved and some tasks that need to be implemented in the coming time, General Secretary To Lam said that the Central Committee has high consensus on awareness and determination to implement the policy of summarizing Resolution No. 18 - NQ/TW dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

General Secretary To Lam emphasized the requirement that Party committees, Party organizations, agencies, units, all levels, all sectors, first of all, leaders and heads need to be exemplary, proactive, and determined in performing assigned tasks in the spirit of "running while lining up", the Central Committee does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level; determined to complete the summary of Resolution No. 18-NQ/TW and report to the Central Executive Committee on the plan to arrange and perfect the organization and political system in the first quarter of 2025.

General Secretary To Lam stated that the agencies and organizations that had been initially arranged must also be reviewed to propose again, resolutely eliminate intermediary organizations, and reform of the organizational apparatus must be closely linked to thoroughly grasping and effectively implementing policies on innovation in the Party's leadership methods, strong decentralization and delegation of power to localities, fighting waste, national digital transformation and socialization of public services.

Synchronously implement the streamlining of the organizational apparatus in conjunction with restructuring the staff with sufficient qualities, capacity, equal to the task, and reasonable staffing.

General Secretary To Lam also requested that it is necessary to properly implement policies and regimes for cadres, party members, civil servants, public employees, and workers affected by the restructuring of the apparatus.

The implementation of organizational arrangement and restructuring of the staff must be associated with ensuring good implementation of both important tasks, accelerating breakthroughs to carry out socio-economic tasks in 2024, 2025 and the entire term of the 13th National Party Congress, creating a foundation to bring our country into a new era; well preparing conditions for organizing Congresses at all levels and the 14th National Party Congress.

The General Secretary clearly stated the requirement that the new apparatus must be better than the old one and must be put into operation immediately, without interruption of work, without time gaps; without leaving areas or fields vacant; without affecting the normal activities of society and the people.

Based on the above principles and the direction of the Politburo that has been agreed upon by the Central Committee, agencies, units and localities continue to study and propose specific measures to streamline Party committees, ministries, ministerial-level agencies, agencies under the National Assembly, the Fatherland Front and socio-political organizations.

Developing national energy infrastructure

The General Secretary said that the Central Executive Committee is highly unanimous in the policy of restarting the Nuclear Power Program in Vietnam and continuing to study the Ninh Thuan Nuclear Power Project. This is an important task to develop the national energy infrastructure, meeting the country's development requirements.

This work needs to be done urgently, meeting the highest requirements for safety and environmental protection. The Central Executive Committee assigned the Politburo to direct agencies to urgently and synchronously implement solutions to complete the national energy infrastructure, meeting the requirements for national development in the new situation.

Completing leadership positions of a number of state agencies

The Central Committee agreed with the Politburo's proposal to introduce personnel to fill leadership positions in a number of state agencies, agreed to let two individuals stop participating in the 13th Party Central Committee, and expelled three former Party Central Committee members from the Party due to violations.

In the coming time, it is necessary to continue to synchronously implement solutions to prevent violations and negativity, strictly handle violations based on the principle that if there are violations, there must be a conclusion to handle them, no forbidden areas, no exceptions. Strengthen the building of a clean and strong Party, meeting the requirements of tasks in the new situation.
