Regarding personnel work for the 14th Congress, based on the results of personnel introduction of Party committees and Party organizations and the opinions on appraisal, examination, review, and supplementary conclusions of competent agencies, the Politburo discussed, comprehensively assessed, agreed on the list and proceeded to collect personnel introduction forms according to regulations. At the same time, the Politburo also took the form of introducing personnel of the 14th Central Inspection Commission (IC) (re-appointment and first participation).
The Politburo reported to the Central Committee for comments on the submission on the results and recommendations for personnel to participate in the 14th Central Executive Committee, participate in the 14th Central Inspection Commission and conduct the voting to introduce personnel to the 14th Central Executive Committee and the 14th Central Inspection Commission according to regulations. The personnel preparation work must be based on standards, conditions, structure, and quantity according to the personnel work direction of the 14th National Party Congress and related regulations; ensuring regular and direct leadership of the Party Central Committee, the Politburo, the Secretariat, the Human Resources Subcommittee and the General Secretary, Head of the 14th National Party Congress Human Resources Subcommittee; at the same time, closely linking with the plan to assign, arrange, and introduce personnel to take on leadership positions of Party and State Central agencies for the 2026 - 2031, the Vietnam Fatherland Front, socio-political organizations and localities for the coming term.
Working regulations and election regulations at the 14th Congress
The Party Central Committee determined that the promulgation and implementation of the Working Regulations and Election Regulations at the 14th National Party Congress was a very important task, contributing to ensuring the success of the Congress.
The Central Committee reviewed, discussed and commented on the draft Working Regulations and the draft Election Regulations at this Congress, ensuring proper implementation of the Party Charter, principles, regulations and regulations of the Central Party Executive Committee; both inheriting and innovating in accordance with the innovation of the Party's leadership and governance methods and practice; proactively taking precautions and resolutely fighting, detecting, preventing, and strictly handling negative and wrongful actions that may occur.
The working regulations of the 14th Congress include 6 chapters and 16 articles; inheriting the contents specified in 16 articles in the Working Regulations of the 13th Congress, and at the same time being supplemented, amended, and edited to suit some contents to suit reality; The election regulations at the 14th Congress include 5 chapters and 24 articles (such as the Election Regulations at the 14th Congress).
In which: Inheriting the entire content of 18 articles, supplementing and amending a number of contents in 6 articles of the Election Regulations at the 13th Congress. The Party Central Committee assigned the Politburo to continue studying, accepting, and finalizing the drafts to submit to the 14th Congress for consideration and decision based on the results of the Central Committee's discussion.
According to the announcement of the 13th Conference of the 13th Party Central Committee of the Central Committee for Propaganda and Mass Mobilization of the Central Committee, the Party Central Committee agreed to introduce personnel of the 14th Party Central Committee (Offficial members and members on the list; re-elected and first-time participants) and personnel of the 14th Central Inspection Commission (re-elected and first-time participants) to submit to the 14th National Party Congress.
