In his opening speech, Politburo member and National Assembly Chairman Tran Thanh Man said that the National Assembly will consider, discuss and decide on a very large amount of work, many of which are of strategic significance.
It is expected that the National Assembly will consider and approve 53 draft laws and resolutions, which is the largest volume of legislative work in the history of National Assembly sessions.
This is also a vivid demonstration of the spirit of the law having to take a step forward, paving the way for innovation, taking the lives and interests of the people as a measure of the policy.
According to the National Assembly Chairman, the draft laws cover most of the key areas, many new issues, constant fluctuations; timely institutionalization of new policies and resolutions of the Party, focusing on removing institutional bottlenecks, especially in the fields of land, investment, planning, construction, environment, energy; healthy the market of corporate bonds, real estate, etc.
National Assembly Chairman Tran Thanh Man said that at the 10th session, the National Assembly will review the Government's reports on the results of implementing the socio-economic development plan, state budget, public investment plan for 2025; the implementation of the National Assembly's resolutions on the 5-year plan for the period 2021 - 2025 on socio-economic development, economic restructuring, medium-term public investment, national finance and public debt borrowing and repayment.
On that basis, the National Assembly shall consider and decide on the socio-economic development plan, state budget estimates, central budget allocation plans, public investment plans for 2026; national 5-year financial plan and medium-term public investment plan for the period 2026 - 2030.
The national target program on modernization, improving the quality of education and training; health care for people, population and development in the 2026 - 2035 period; aiming at the right people, right needs, right times, each person and family can enjoy the fruits of equitable and sustainable development.
At the same time, the National Assembly will consider and decide to adjust the National Master Plan for the period 2021 - 2030; approve the Agreement in the foreign field according to the proposal of the President; consider and decide on personnel work under its authority.
The National Assembly Chairman added that the Session agenda will allocate time for the National Assembly to discuss and contribute opinions on draft documents to be submitted to the 14th National Party Congress.
At this session, the National Assembly will listen to the Report of the Presidium of the Central Committee of the Vietnam Fatherland Front synthesizing the opinions and recommendations of voters and people sent to the 10th Session of the 15th National Assembly...
Based on the objective assessment of the achieved results, limitations, causes, and lessons learned, the National Assembly will consider and approve the Resolution on summarizing the work of the 2021 - 2026 term, and propose a number of issues to continue to innovate and improve the operational efficiency of agencies in the 2026 - 2031 term.
In addition, the National Assembly reviewed the 2025 work reports of the Government, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy and on corruption prevention and control; crime prevention and control and law violations, execution of judgments, citizen reception, handling of administrative complaints and denunciations.
The National Assembly Chairman informed that in recent days, many provinces and cities have suffered from natural disasters, storms on top of storms, floods on top of floods, landslides, and widespread flooding, causing heavy damage to people and property of the State and the People.
