1. On documents submitted to the 14th National Congress of the Party
1.1. Draft Political Report (based on the integration of 03 Reports, including Political Report, Socio-Economic Report, Summary Report on Party building and implementation of the Party Charter)
The Party Central Committee unanimously stated: The Draft Political Report has been carefully prepared, thoroughly, comprehensively covering the contents, receiving comments from the Party Committees directly under the Central Committee, especially the direction of the General Secretary on the requirement to improve strategic autonomy, perfect development institutions associated with implementing 04 transformations: Digital transformation, green transformation, energy transformation, restructuring and improving the quality of human resources on the principle of ensuring stability, breakthroughs, development and improving the material, spiritual and happy life of the people. The development of the Draft Action Program of the Party Central Committee implementing the Resolution of the 14th National Party Congress in the Political Report shows a new approach, a breakthrough in thinking and creative approach, in line with the requirements of building a concise, easy-to-understand, easy-to-implement, and clear-cut political report.
1.1. Draft Report Summarizing a number of theoretical and practical issues on the socialist-oriented innovation in the past 40 years in Vietnam:
The Party Central Committee stated: The Steering Committee for the Summary of 40 years of innovation has urgently and seriously implemented the direction of the Politburo, focusing on reviewing carefully, updating and supplementing new issues and policies of the Party Central Committee, the Politburo, the Secretariat since the 12th Central Conference and of the General Secretary at the Standing Meeting of the Document Subcommittees on September 25, 2025; at the same time, synthesizing, studying and accepting comments from Party Committees directly under the Central Committee; reports on the results of working delegations attending the Party Congresses at the grassroots level in the Draft Summary Report. At the Conference, members of the Party Central Committee supplemented and contributed many valuable opinions to continue perfecting the Draft Summary Report.
1.3. Draft Report summarizing 15 years of implementing the Party Charter (2011 - 2025) and proposing and guiding the addition and amendment of the Party Charter:
The Party Central Committee agreed that the Draft Report summarizing 15 years of implementing the Party Charter (2011 - 2025) and proposing and orienting the supplementation and amendment of the Party Charter were prepared carefully, seriously and thoroughly; updated and supplemented new issues and policies in the spirit of the direction of the Central Committee, the Politburo, and the Secretariat since the 12th Central Conference.
The Party Central Committee unanimously approved documents submitted to the 14th National Congress of the Party, including: Draft Political Report; Draft Report summarizing a number of theoretical and practical issues on the socialist-oriented innovation in the past 40 years in Vietnam; Draft Report summarizing 15 years of implementing the Party Charter.
The Party Central Committee assigned the Politburo to the Politburo, based on the results of the Central Committee's discussion; reports on receipt and explanation of the Politburo; comments from Party Congresses at all levels to complete the documents sent to ask for comments from National Assembly deputies; the Fatherland Front, socio-political organizations, people's organizations; cadres, party members and people; direct the complete acceptance of the Draft Documents submitted to the 15th Central Conference of the 13th Party Central Committee.
2. Regarding the introduction of personnel for the 14th Party Central Committee, personnel for the 14th Central Inspection Committee: The 14th Party Central Committee highly agrees with the Politburo's preparation for personnel work for the 14th Congress. Determining that this is a "special and important" job, "the key of the key", a decisive factor in the success of the 14th National Party Congress and the development of the country in the coming period, the Party Central Committee has focused on discussing and carefully considering the personnel introduced on the basis of closely following the standards, conditions, structure, and quantity stated in the Personnel work orientation of the 14th National Party Congress and related regulations. The Party Central Committee has agreed to introduce personnel to the 14th Party Central Committee (Offeral members and alternate members; re-elected and first-time participants) and personnel of the 14th Central Inspection Committee (re-elected and first-time participants) to submit to the 14th National Party Congress.
3. The Party Central Committee discussed and gave opinions on the time, content and program of the 14th National Congress of the Party; focused on studying and discussing the Working Regulations of the 14th National Congress of the Party and the Election Regulations at the 14th National Congress of the Party, especially the contents updated, supplemented and amended in the Regulations.
The Central Executive Committee assigned the Politburo to base on the Central Committee's discussion opinions and the Politburo's report on acceptance and explanation, direct the acceptance and completion of the contents on organizing the 14th National Congress to submit to the 14th National Congress of the Party.

Regarding the Report on the implementation of the Socio-Economic Development Plan for 2025, the expected Socio-Economic Development Plan for 2026; Report on the assessment of the implementation of the State budget in 2025 and the State budget estimate for 2026; Report on the National 3-year State Financial Plan - State budget 2026 - 2028; Report on the implementation of the National 5-year Financial Plan for the period 2021 - 2025 and orientation of the National 5-year Financial Plan for the period 2026 - 2030
The Party Central Committee unanimously commented: In the context of the world situation with many complex and unpredictable changes, many difficulties and great challenges, especially the US's reciprocal tax policy, conflicts and political instability in some regions, including ASEAN; Natural disasters, epidemics, and climate change have had a severe impact, but under the wise and in-depth leadership and direction of the Party, directly and regularly the Politburo and the Secretariat, headed by General Secretary To Lam; the supervision, companionship, and coordination of the National Assembly and the drastic involvement of the entire political system; the drastic, flexible, timely, creative, effective, focused and focused direction and management of the Government, the Prime Minister, all levels, sectors and localities; the consensus and joint efforts of people, businesses and the support of international friends; smooth coordination between policy with direction, administration and implementation; The domestic socio-economic situation continues to achieve many important and comprehensive results in most fields, achieving the set overall goal, expected to reach and exceed 15/15 major targets by 2025. Macroeconomic stability is maintained, economic growth is high, inflation is controlled, major balances are guaranteed. Implement fully and seriously, ensuring the requirements and progress of the revolution in streamlining the Government's apparatus and arranging administrative units at all levels, implementing the 2-level local government organization model. Improving legal institutions has achieved many outstanding results. Economic restructuring associated with growth model innovation continues to be promoted. Strategic infrastructure development achieved outstanding results, opening up new development space. Breakthroughs in science and technology, innovation, and digital transformation have achieved some positive results. Social and cultural development is guaranteed; Social security and people's lives continue to improve. Education, training and people's health care have achieved many positive results. National defense and security are maintained. International integration continues to be a bright spot. Information and propaganda work is deployed synchronously, innovatively, achieving high efficiency and pervasiveness in society.
The Party Central Committee pointed out a number of difficulties and limitations in the socio-economic situation; analyzed and clarified the causes and lessons learned, on that basis gave many in-depth and comprehensive instructions on issues related to socio-economic development in the last months of 2025 and main tasks and solutions in 2026.
The Party Central Committee assigned the Politburo to base on the Central Committee's discussion opinions and the Politburo's report on acceptance and explanation to complete the issuance of Conclusions on the socio-economic situation; direct the Government Party Committee to complete the above Reports and Plans to submit to the National Assembly for consideration and decision at the 10th Session of the 15th National Assembly.
5. The Party Central Committee discussed and decided on a number of contents on personnel work:
5.1. Elected 4 additional members of the 13th Central Inspection Committee, including: Comrade Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Hung Yen province; Comrade Tran Quoc Binh, Director of the Department of Area III, Central Inspection Committee; Comrade Trinh The Binh, Director of the Department, Secretary of the Politburo member, Standing member of the Secretariat; Major General Tran Van Phuc, Member of the Standing Committee of the Provincial Party Committee, Director of Quang Ninh Provincial Police.
5.2. Giving opinions on personnel for the Politburo to decide to introduce to the 15th National Assembly to elect the following positions: Secretary General of the National Assembly - Head of the National Assembly Office; Chairman of the National Assembly's Committee on Science, Technology and Environment; Member of the National Assembly Standing Committee, Chairman of the National Assembly's Delegation Work Committee and approving the positions: Deputy Prime Minister, Minister of Foreign Affairs, Minister of Home Affairs.
5.3. Agree to let comrade Le Quang Huy, member of the Party Central Committee, member of the National Assembly Party Committee Standing Committee, member of the National Assembly Standing Committee, Party Secretary, Chairman of the Science, Technology and Environment Committee of the 15th National Assembly cease to hold the position of member of the 13th Party Central Committee.
5.4. Disciplinary action is to remove from all positions in the Party comrade Do Trong Hung, member of the Party Central Committee, former Deputy Head of the Central Organizing Committee, former Secretary of the Provincial Party Committee, former Chairman of the People's Council of Thanh Hoa province from all positions in the Party for violating Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption, waste and negativity; violating regulations on what Party members are not allowed to do and the responsibility to set an example; causing very serious consequences, public outrage, and negatively affecting the reputation of the Party organization and local government.
6. The Party Central Committee reviewed and commented on the following documents: Report on the preparation for the 14th National Party Congress; on important tasks that the Politburo has resolved since the 12th Central Conference to the 13th National Party Congress, and expected a number of key tasks from the 13th National Party Congress to the 14th National Party Congress, 13th National Party Congress; on Party financial work in 2024; and a number of other important contents.
7. The Party Central Committee calls on the entire Party, people and army to strengthen solidarity, unity, promote the important and comprehensive results achieved, strive to overcome difficulties and challenges, quickly overcome the consequences of natural disasters and floods, restore production and business, stabilize people's lives, ensure national defense and security to successfully complete the socio-economic development tasks in 2025 and the goals and tasks set by the Resolution of the 13th National Party Congress; successfully organize congresses of Party committees directly under the Central Committee, towards successfully organizing the 14th National Congress of the Party./.
