This shows the Party's thinking, vision, sensitivity, and timeliness in grasping the development trend of the times, while accurately reflecting the practical requirements of the country, arousing development aspirations, creating high trust and consensus in the whole society.

First, there must be a strong breakthrough in institutions to complete rapid and sustainable development institutions, ensuring a transparent and fair legal environment, and encouraging innovation. This is a key factor to unlock, liberate and promote the effectiveness of all resources; promote decentralization and delegation of power in management and development governance between the Central and local levels, promote the autonomy and self-responsibility of localities; promote breakthroughs in science, technology, innovation and digital transformation to serve and create development.
Second, innovate and improve the quality of education and training, the policy of "Being gentle and hospitable" valuing talents, continuing to focus on developing high-quality human resources, especially scientific and technological human resources, meeting the requirements of digital transformation and the fourth industrial revolution. Building a contingent of leading and managerial cadres at all levels of the political system, especially cadres at strategic and grassroots levels who are truly typical, have advanced thinking and management capacity, suitable to the new organizational model and the breakthrough development requirements of the country.

Comrade Nguyen Van Nen: Directions, tasks, and solutions for Party building and rectification have been supplemented and adjusted with many important contents to ensure that the 14th Congress becomes a milestone for the new development period, creating a solid foundation to successfully implement the goal of becoming a developing country with modern industry and high middle-income by 2030; realizing the vision to become a developed country with high income by 2045 for a peaceful, independent, democratic, rich, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism.
The draft documents submitted to the 14th Party Congress, especially the Political Report and the Action Program to implement the Resolution of the 14th Party Congress, have identified and strengthened the construction, rectification, and self-renovation so that our Party is truly moral and civilized. President Ho Chi Minh affirmed that our Party is moral and civilized. According to him, the Party must be representative of the intelligence, conscience and honor of the nation to be worthy of leadership. Building a civilized Party is a step to continue to deeply realize Ho Chi Minh's ideology of Party building, making our Party truly "moral and civilized".
