Regarding the settlement of policies for the redundant management staff and support personnel, the Prime Minister requested to develop a plan to arrange and arrange specifically or resolve policies for the redundant staff after the merger.
In which, it is possible to transfer to commune-level education officials, rotate to become teachers or resolve resignation according to regulations suitable to capacity, aspirations and job requirements.
Implement the preservation of regimes and allowances for management officials affected by the arrangement of the apparatus according to current regulations and specific policies of the locality.

The Prime Minister assigned the Ministry of Education and Training to guide the review and evaluation of the planning of the network of educational institutions (preschool, general education, continuing education); restructuring the school network; restructuring the personnel and improving the management capacity of educational institutions.
The Ministry of Education and Training shall preside over and coordinate with the Ministry of Home Affairs and relevant agencies to monitor, inspect, urge, and firmly grasp the situation, promptly guide and remove difficulties and obstacles arising in the process of implementing the arrangement of preschool, general, continuing education, and vocational education institutions at provincial and commune levels under state management functions and tasks as assigned by the Government.
Summarize and report to the Government and the Prime Minister on the results of arranging public preschool, general, continuing education, and vocational education institutions at provincial and commune levels before September 6, 2026.
The Ministry of Home Affairs monitors and urges the implementation of arranging public non-business units (DVSNCL) of education and training at the provincial and commune levels nationwide.
The Standing Committee of the Provincial Party Committee and City Party Committee leads and directs Party committees and local authorities at all levels to directly lead and direct the development and organization of the implementation of the overall plan and project to arrange VNU-CLs in the field of education and training in the area associated with comprehensive and thorough preparation for the opening of the new school year of educational and training institutions in the area.
Direct the consolidation of the organization, restructuring the contingent of management officials and personnel of the education sector; assign members of the Standing Committee to directly monitor, inspect, and urge the implementation process in each area, ensuring unified, consensual, stable and effective implementation.
Direct the allocation of resources and budget to meet the requirements of arranging public educational and training VNUs in the area.
Provincial People's Committees shall develop a Master Plan on arranging preschool and general education institutions, continuing education institutions, multi-level education institutions, vocational education institutions (except colleges) under their management in provinces and centrally-run cities, and report to the Standing Committee of the Provincial Party Committee and City Party Committee before approval.
