On the afternoon of November 12, the National Assembly continued the question and answer session with Prime Minister Pham Minh Chinh.
Delegate Mai Thi Phuong Hoa (Nam Dinh Delegation) raised the issue of decentralization and delegation of power.
According to the delegate, the Government's task is to substantially improve the effectiveness and efficiency of the administrative apparatus' operations, which must be associated with reasonable decentralization and delegation of power between levels.
However, in the implementation process, there are still some unreasonable issues such as the slow review, amendment, supplementation and completion of specialized legal regulations.
Decentralization and delegation of power have not taken into account the characteristics of rural, urban, and island areas and the management capacity of each level and sector. The potential and resources of each locality have not been fully exploited.
From there, delegates proposed solutions to promote decentralization and delegation of power between the Government and ministries, branches and localities in the coming time.
With the same content, delegate Duong Khac Mai (Dak Nong delegation) said that in the report on socio-economics presented by the Prime Minister at the 8th Session, there was content such as decentralization and delegation of power still being inadequate and concentrated at the central level.
The reality is that decentralization, delegation of authority and resource allocation are not yet synchronized. There are cases where the central government allocates resources but does not decentralize authority and vice versa.
From there, the delegates proposed that the Prime Minister propose solutions to promote decentralization and delegation of power.
Regarding this issue, Prime Minister Pham Minh Chinh said that this is a big problem but not new.
In fact, we have done it. In this term alone and up to now, the Government has submitted to the National Assembly 14 related Laws, 9 Resolutions, and supplemented and replaced 27 Decrees. However, there are still problems with decentralization and the rule of law.
"To be honest, the problem here is mainly concentrated in the central government, this is a big bottleneck" - the Prime Minister frankly said.
From there, the Prime Minister proposed a number of solutions such as reviewing legal regulations, institutions, and party regulations.
Review the functions, tasks and powers of agencies, for example, review the Law on Organization of the National Assembly, the Law on Organization of the Government, and the Law on Organization of Local Government.
In addition, perfecting regulations and standards, strengthening supervision and inspection. In addition, decentralization and delegation of authority go hand in hand with resource allocation and implementation capacity of all levels.
“We are working on one law amending many laws, which also contributes to resource allocation along with decentralization and delegation of power. We are focusing on resolving some problems to allocate resources to localities with the motto that localities decide, localities do, and localities are responsible,” the Prime Minister added.
