Secretary of the City Party Committee Le Tien Chau highly appreciated the initial results after 3 months of operating the 2-level local government model in Hai Phong. At the same time, he emphasized 3 outstanding bright spots, which are: a basic stable organizational and personnel apparatus; good implementation of policies for cadres retiring early; local authorities at both levels demonstrate a positive, proactive and responsible spirit in performing their tasks.
The Secretary of the City Party Committee praised the leadership and direction of the City People's Committee, especially the closeness, determination, and methodicalness of the Chairman of the City People's Committee and Vice Chairmen who always accompany and remove difficulties for the grassroots. Thanks to that, the city's socio-economic situation in the third quarter has many bright spots, creating an important foundation to successfully complete the 2025 targets.
In addition to the achieved results, the Secretary of the City Party Committee also shared the difficulties in the implementation process such as a large, new, and difficult workload; thin human resources; limited facilities and funding. Regarding some shortcomings such as not fully recognizing the role of the commune level in the new period, the Secretary of the City Party Committee affirmed that the commune level is not only a "cation of administrative tasks" in handling procedures, but must become a "level to create local development", creating a favorable environment for people and businesses.
Mr. Le Tien Chau requested to properly assess the implementation capacity of each locality, because each commune, ward, and special zone will have different historical, economic, and social characteristics. Therefore, along with decentralization and delegation of authority, it is necessary to allocate resources commensurate with human resources, equipment and financial mechanisms to promote proactiveness and efficiency at the commune level.
In the coming time, Secretary of the City Party Committee Le Tien Chau requested the City People's Committee, departments and branches to strengthen inspection and supervision, promptly remove difficulties for the grassroots according to the motto "the city serves the commune - ward, the commune - ward serves the people". Departments and branches consider the commune level as a service object, regularly listen and support in terms of human resources, facilities, digital infrastructure, law and finance.
The Secretary of the City Party Committee also requested to urgently renovate and build headquarters, supplement equipment; review and arrange enough professional staff, especially in the fields of land, planning, finance, information technology, education, and health, to be completed before October 15. At the same time, promptly issue regulations on decentralization and resolutions on additional income for civil servants; build a commune-level financial mechanism in sync with the 2-level local government model.
Localities promote the application of information technology, data governance, and cadre assessment through KPI. The commune level proactively implements the Resolution of the Party Congress, coordinates the implementation of programs and projects, strives to complete the socio-economic development targets in 2025 and the period 2025-2030.
