HCMC tests 9 situations in 102 new wards and communes

Ho Chi Minh City is testing 102 new wards and communes through 9 hypothetical situations, in order to prepare carefully before officially operating from July 1.

On June 10, the Ho Chi Minh City Party Committee's Organizing Committee held an online conference to deploy preparations for the trial operation of the 2-level local government model in 102 wards and communes in the city.

Deputy Head of the Standing Committee of the Ho Chi Minh City Party Committee's Organizing Committee, Huynh Cach Mang, said that the trial operation will be implemented in two phases:

Phase 1 (before June 13.): Testing services related to public administrative procedures to serve people.

Phase 2 (after June 15: Continue to operate services and working groups with coordination between departments, branches and sectors of the city with local authorities and people.

After the testing process, from June 26 to 30, the city will hold a summary meeting, drawing experience to simultaneously deploy the new model.

The pilot activities will be held at the Public Administration Centers of 102 wards and communes.

The Standing Committees of Party Committees and People's Committees of localities are required to proactively resolve 9 hypothetical situations that may arise during the operation before, during and after the new commune-level local government officially operates.

Operate document and electronic letter management software for public duties: Ensure receipt and transfer of documents to and from the entire political system and state agencies of Ho Chi Minh City.

Receive and process feedback from people and businesses: Through the 1022 Information Portal, ensure timely and accurate feedback.

Connecting online conferences: Experience the online conference system between the city and the grassroots level, serving the direction and operation.

Resolving administrative procedures at the Public Administration Center: Including common records such as medical records, certification, birth certificates, death certificates, etc.

Resolving administrative records in transition: Handling cases where people have submitted documents in the old district/county but have not been resolved, now transferred to the new administrative unit.

Receiving and handling transitional projects: Coordinate with departments, branches and sectors to continue implementing or submit to competent authorities for consideration and resolution of backlog projects from the old district/coastal area.

Implement the meeting mechanism of the Executive Committee of the Party Committee of the commune/ward: Lead and direct the organization of grassroots congresses.

Issue a resolution to lead the implementation of tasks for the last 6 months of the year: Handling complicated issues arising after the establishment of new administrative units, ensuring the completion of socio-economic development targets and caring for people's lives.

Organize a meeting of the People's Committee of the ward/commune: Carry out the task of comprehensive state administrative management in the locality according to the provisions of law, including the fields of economy, land, construction, education, health, culture, tourism, sports, justice, internal affairs, etc.
