Finalize the plan to streamline the organization
On December 12, Quang Ngai finalized a plan to reorganize and streamline the apparatus. Based on the requirements and regulations of the central government and the practical situation of the locality, through discussion, the Provincial Party Committee's Steering Committee on summarizing the implementation of Resolution 18-NQ/TW agreed on the reorganization of provincial-level agencies. For Party agencies, the activities of the Provincial Party Committee of Agencies and Enterprises were terminated; the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department were merged.
For departments and branches, end the operation of the Department of Labor, Invalids and Social Affairs and transfer its functions and tasks to the Department of Home Affairs, Department of Education and Training, Department of Health and the Provincial Ethnic Committee. End the operation of the Department of Foreign Affairs, transfer its functions and tasks to the Office of the Provincial People's Committee.
Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; merge the Department of Construction and the Department of Transport; merge the Department of Finance and the Department of Planning and Investment; transfer the functions and tasks of investment promotion of the agencies: Department of Industry and Trade, Department of Agriculture and Rural Development, Management Board of Dung Quat Economic Zone and Quang Ngai Industrial Parks, Department of Planning and Investment to the Provincial People's Committee Office.
Transfer the functions and tasks of the Electronic Information Portal, the Public Information Center of the Provincial People's Committee and the Electronic Information Portal of the Quang Ngai Provincial Party Committee to Quang Ngai Newspaper; at the same time, transfer the staff to perform these tasks of the agencies to Quang Ngai Newspaper.
Transfer the Department of Ethnic and Religious Affairs to the Ethnic Committee and establish the Ethnic and Religious Committee.
By implementing this plan, the province's departments and branches will reduce 6 departments; 12 specialized departments and 1 center.
At the district level, merge the Propaganda Department and the Mass Mobilization Department; end the operations of the Department of Labor, Invalids and Social Affairs and the Department of Health; merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development. Local news websites assign tasks to the Office of the People's Council and People's Committee at the district level.
No disruption in organization of activities
Quang Ngai will reduce 34 district-level professional agencies (from 157 professional agencies to 123 professional agencies). The Steering Committee also agreed to transfer 13 Medical Centers under the Department of Health to the district-level People's Committee; assign the Provincial People's Committee to review all contents according to regulations and transfer all organizational and apparatus aspects, payroll... of the Quang Ngai Market Management Board to the Quang Ngai City People's Committee.
The Steering Committee also agreed to arrange 15 Steering Committees established by the Provincial Party Standing Committee and 1 Editorial Board to have 6 Steering Committees (reducing 9 Steering Committees and 1 Editorial Board).
Unanimously establish the Party Committee of the Government Bloc and the Party Committee of the Bloc of Party agencies, the Front, People's Councils and judicial agencies; each Party Committee will have 3 Committees including: Organization Committee, Propaganda and Office Committee, and Inspection Committee.
Ms. Bui Thi Quynh Van requested relevant agencies... based on current legal regulations and central guidelines to urgently develop projects on the arrangement, merger, and transfer of functions and tasks of departments, branches, and agencies to ensure the implementation of tasks in accordance with the central direction of "no disruption in organizational activities, no impact on common work, and no interruption".
Central recommendations when amending the Law on Organization of Local Government along with the arrangement of the apparatus to calculate the plan to abolish the People's Council at the district level.
Ms. Bui Thi Quynh Van also requested relevant agencies to complete projects and plans under the decision-making authority of the Provincial Party Committee and Provincial People's Council, and submit them for consideration and approval before December 30, 2024.
