At the Conference to review the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee held on December 24, Standing Deputy Secretary of Binh Dinh Provincial Party Committee Le Kim Toan reported on the plan to arrange and streamline the province's organizational apparatus.
According to the arrangement plan, there will be a reduction of 2 party agencies under the Provincial Party Committee; a reduction of 8 party delegations, 3 party executive committees under the Provincial Party Committee; an increase of 1 party committee under the Provincial Party Committee; a reduction of 6 departments and 2 management boards under the Provincial People's Committee and 2 companies...
Along with that, Binh Dinh will continue to research mergers and end the operations of units in the next phase.
Accordingly, research on merging the Ethnic Council of the Provincial People's Council and the Culture - Social Council of the Provincial People's Council; research on merging or ending the operation of the Department of Foreign Affairs, transferring functions and tasks to new agencies and units.
Research on merging Binh Dinh Newspaper, Binh Dinh Radio and Television Station, Provincial Electronic Information Portal, Official Gazette, Provincial Party Committee Electronic Information Page into provincial-level media units.
Propose that the Standing Committee of the district-level Party Committee study the merger or termination of operations of agencies and units according to management decentralization.
Continue to study management models of State-owned enterprises in the province; study and perfect the financial support mechanism from the State budget for Association organizations assigned by the Party and State.
According to Mr. Le Kim Toan, through working directly with the Provincial Party Committee's Organizing Committee, the leaders and managers involved in the arrangement and streamlining were all happy, in agreement and supportive. "The Central Committee called for sacrifices from cadres and party members. With our province basically in a good condition, everyone was happy when it was announced," said Mr. Toan.
Regarding personnel work after the reorganization, Mr. Pham Anh Tuan - Chairman of Binh Dinh Provincial People's Committee said that the province will research and calculate to retain dedicated, capable and responsible staff so that the apparatus can operate effectively and efficiently.
"When reorganizing, those who are dedicated, capable, and responsible will quit if they see that things are not going well. Those who cannot go anywhere will stay. Therefore, after reorganizing, we must keep those who are capable and dedicated," said Mr. Pham Anh Tuan.
Leader asks for early retirement because of streamlining
At the conference, Binh Dinh Provincial Party Secretary Ho Quoc Dung mentioned the story of the Head of the Provincial Party Organization Committee Nguyen Gio coming to see him to present his wish to resign, volunteering to sacrifice personal interests to serve the cause of streamlining the apparatus.
"Comrade Nguyen Gio said that he will retire in May 2025, but if it affects the arrangement, he will resign in advance, considering this an exemplary act," Mr. Dung recounted.
From this story, Mr. Ho Quoc Dung welcomed the sacrifice of personal interests of cadres and leaders for the process of restructuring the apparatus.
