On December 24, Binh Dinh Provincial Party Committee held a Conference to review the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee.
Reduce 8 party groups and 2 party agencies
At the conference, Standing Deputy Secretary of Binh Dinh Provincial Party Committee Le Kim Toan reported on the plan to arrange and streamline the organizational apparatus.
According to the plan to arrange and merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department, the expected name after the merger is the Provincial Party Committee's Propaganda and Mass Mobilization Department.
End the operation of the Provincial Cadre Health Care and Protection Board; transfer the function and task of health care and medical examination and treatment of cadres to the Department of Health; transfer the task of managing subjects and cadre policies to the Provincial Party Committee's Organization Board.
End the model of Head of the Mass Mobilization Committee concurrently being Chairman of the Provincial Vietnam Fatherland Front Committee. Implementing this plan will reduce 2 party agencies under the Provincial Party Committee.
For party organizations, end the activities of the Party Committee of the Provincial Agencies and Enterprises. Establish the Party Committee of the Provincial Party Committee, mass organizations, People's Council, judiciary, and the Provincial Government Party Committee directly under the Provincial Party Committee.
Ending the activities of 8 party delegations, 3 party executive committees of provincial agencies and units, including: Provincial People's Council Party Delegation, Provincial Fatherland Front Party Delegation, Provincial Farmers' Association Party Delegation, Provincial Women's Union Party Delegation, Provincial Labor Federation Party Delegation, Provincial Veterans' Association Party Delegation, Union of Science and Technology Associations Party Delegation, Literature and Arts Association Party Delegation; Provincial People's Committee Party Delegation, Provincial People's Procuracy Party Delegation, Provincial People's Court Party Delegation.
Implementing this plan, 8 party delegations and 3 party executive committees under the Provincial Party Committee will be reduced; 1 party committee under the Provincial Party Committee will be increased.
Reduce 6 departments, 2 management boards
According to the arrangement plan, the Department of Planning and Investment and the Department of Finance will be merged, the expected name after the merger will be the Department of Economy - Finance; the Department of Transport and the Department of Construction will be merged, the expected name after the merger will be the Department of Construction and Transport.
Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development, the expected name after the merger is the Department of Agriculture and Environment; merge the Department of Information and Communications and the Department of Science and Technology, the expected name after the merger is the Department of Science, Technology and Communications.
Merge the Department of Labor, Invalids and Social Affairs and the Department of Home Affairs, the expected name after the merger is the Department of Home Affairs and Labor; Merge the Department of Culture, Sports and Tourism and the Department of Tourism, the expected name after the merger is the Department of Culture, Sports and Tourism.
The merged departments will receive the original functions and tasks of the departments before the merger.
Merge the Project Management Board for Construction of Traffic Works and the Project Management Board for Construction of Civil and Industrial Works. The expected name after the merger is the Project Management Board for Construction of Traffic and Civil Works.
Establish the Provincial Land Fund Development Center on the basis of merging the Provincial Land Clearance Board and the Land Fund Development Center under the Department of Natural Resources and Environment. Establish the Provincial Ethnic and Religious Committee.
Merge Ha Thanh Forestry Company, Quy Nhon Forestry Company and Song Kon Forestry Company into Binh Dinh Forestry Company under the Provincial People's Committee.
Implementing this plan will reduce 6 departments and 2 management boards under the People's Committee and 2 companies.
"The staff have completed their tasks excellently"
At the conference, Binh Dinh Provincial Party Secretary Ho Quoc Dung expressed his deep gratitude to the cadres affected by the restructuring. "The restructuring will have comrades staying, some comrades will resign or have to transfer agencies. That is to serve the "new revolution", not because the comrades did not complete their tasks.
The directors of departments and branches that are being reorganized have completed their tasks excellently. I hope that you will always be proud of what you have done, and not think that you were reorganized because you could not do it," said Mr. Ho Quoc Dung.
According to Mr. Ho Quoc Dung, in streamlining the apparatus, the most difficult issue is arranging people. "Once the job positions are determined, a large number of cadres must leave, this is a very sensitive matter, directly affecting each person, each agency and unit, so we must unite," Mr. Ho Quoc Dung requested.
