On the afternoon of July 1, a national conference was held in Hanoi to summarize 1 year and 6 months of implementing Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
Speaking at the conference, Deputy Secretary of the Dong Nai City Party Committee Vo Tan Duc said that after 18 months of implementing Resolution No. 57, Dong Nai has created substantial results; leadership and management methods have been innovated in the spirit of "clear people, clear tasks, clear responsibilities, clear deadlines, clear results".
The online application rate reached 99.86%; PAR INDEX reached 93.10%; SIPAS index ranked 3rd nationwide; data reuse rate reached 90%; the data-based management model initially helps save about 34 billion VND per year for the budget.
The locality is gradually forming a modern governance based on data and digital transformation. Many key databases have been cleaned and standardized; digital financial data platforms, multi-layered spatial data and the IOC smart operating system have been put into operation, gradually shifting from traditional management to real-time data-based governance.
The innovation ecosystem is initially formed in the direction of taking businesses as the center of innovation, institutes and schools as the foundation of knowledge and people as creative subjects. The value chain of innovation is being connected from training, research, technology development, business incubation to product commercialization and participation in the global value chain.

In particular, Dong Nai is proactively creating a new development space for innovation and high technology. The city has issued a Directive on building an innovation network; preparing to put more than 20 commune and ward-level innovation spaces into operation; completing the planning of Binh An Innovation Zone, Dong Xoai Science and Technology Zone and accelerating legal procedures for Long Thanh Concentrated Digital Technology Zone.
These will be the nuclei connecting research, testing, incubation and commercialization of technology in the coming time.
According to Mr. Vo Tan Duc, Dong Nai will focus on 4 key tasks in the coming time:
First, continue to improve institutions and mobilize resources for innovation; build mechanisms to attract strategic technology corporations in the fields of semiconductors, artificial intelligence and data centers; promote the effectiveness of the Science and Technology Development Fund, venture capital funds and public-private partnership models.
Second, synchronously develop the national strategic infrastructure system, technology infrastructure. Dong Nai identifies the pioneering goal as building technology infrastructure in parallel with modern national connectivity infrastructure such as modern aviation, inter-regional highways, railways and metro.
Third, exploit the advantage of large-scale land funds to plan scientific and innovative urban areas with international standards.
Fourth, develop governance according to the "AI-First" orientation; improve data according to the principle of "correct, sufficient, clean, living, unified, shared"; deeply integrate artificial intelligence into operation, governance and policy planning.
To effectively implement the above goals, Dong Nai proposes that the Central Government have specific and superior mechanisms and policies for the city to pioneer piloting investment, construction, and operation of technology infrastructure models, attracting leading technology corporations in the world.
Dong Nai City proposes to soon issue synchronous and breakthrough mechanisms and policies to release resources and have sufficient institutional space for localities to proactively and boldly innovate.
