On behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Notice No. 99-TB/TW dated November 21, 2025 of the Politburo's Conclusion on overcoming the consequences of rain and floods in the Central region.
According to Notice No. 99-TB/TW, the unusual flood, especially heavy on November 16 to 20, 2025 in the areas of provinces and cities: Da Nang, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong has caused very heavy damage to people and property.
According to initial statistics, floods and landslides have left 50 people dead and missing, 21 people injured; 167 houses damaged; more than 52,000 houses were flooded; more than 13,000 hectares of crops were damaged; 2,100 hectares of perennial trees were damaged; more than 30,700 livestock and poultry were isolated, cut off, and had no water for daily use; road traffic in localities and railways on the North-South axis were cut off in many places for many days.

The Politburo and the Secretariat share the losses and damages of the Party Committee, government and people in localities affected by floods, especially families with dead or missing relatives.
To promptly overcome the consequences of rain and floods, the Politburo requests: Central ministries, branches, Party committees, authorities, the Fatherland Front (VFF) and localities strictly implement the direction of the Party and State leaders according to the content of Conclusion Notice No. 98-TB/TW, dated October 31, 2025 of the Politburo and telegrams, instructions of the Government and the Prime Minister on overcoming the consequences of rain and floods; focus on urgent tasks of providing relief to the people with the spirit of protecting people's lives as the top priority, first of all; ensure that people are absolutely not hungry, cold, or lack clean water or medicine; mobilize all resources and essential goods, make efforts by all means of approaching, providing relief, and support to people in areas that are still heavily flooded.
The Ministry of National Defense and the Ministry of Public Security must concentrate all forces, equipment, and specialized vehicles (including helicopters and drones) to transport food and necessities to people in isolated areas, ensuring effective relief and safety for relief forces. The Ministry of Construction deploys forces and means to support localities in overcoming landslides and landslides on traffic routes. The Ministry of Health mobilizes forces to directly participate in disease prevention and control in localities.
Localities continue to complete and implement plans to build forces, arrange means to promptly overcome the consequences of rain and floods and stabilize people's lives according to the motto "4 on-site", "wherever the water recedes, it will be restored immediately"; proactively allocate food, foodstuffs, and medicine to the right subjects for supplemented and supported; direct the operation of hydroelectric reservoirs and irrigation reservoirs to ensure the safety of lakes, dams and effectively reduce floods downstream; strengthen control forces, traffic flow, prevent people from entering deeply flooded and landslide areas; promptly warn of the risk of landslides and subsidence on traffic routes.
The Vietnam Fatherland Front and relevant agencies and units proactively continue to promote international cooperation, seek support resources in responding to and overcoming the consequences of storms and floods; launch donations and support from people, agencies, unions, businesses, etc.
The Politburo and the Secretariat established 5 working groups led by Party and State leaders to continue to inspect, direct, and urge the work of overcoming the consequences of floods in some localities; In the immediate future, some localities are assigned to directly support support for food, clothing, medicine, and medical staff for some localities that suffered the most damage due to rain and floods as follows: Hanoi City supports Gia Lai province; Ho Chi Minh City supports Khanh Hoa province; Hai Phong city supports Dak Lak province; Quang Ninh province supports Lam Dong province.
