Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu recently signed and issued Conclusion No. 03 of the Politburo and the Secretariat on continuing to implement Directive No. 46 on leading the election of National Assembly deputies of the 16th term and the election of People's Council (HĐND) deputies at all levels for the 2026-2031 term.
According to Conclusion No. 03, in order for the election of National Assembly deputies of the 16th term and the election of People's Council deputies at all levels for the 2026-2031 term to be successful, the Politburo requests Party committees and Party organizations at all levels to lead and direct the good implementation of Directive No. 46.
In which, the Politburo requests Party committees and Party organizations at all levels to lead and direct the work of personnel preparation well, ensuring the promotion of democracy associated with the centralized and unified leadership of the Party in personnel work; ensuring a reasonable structure for the number of delegates who are working in Party and State agencies, armed forces, and the Fatherland Front; ensuring the proportion of candidates who are women and ethnic minorities in accordance with regulations.
The Politburo noted that it is necessary to have a reasonable ratio of religious delegates, re-elected delegates, young delegates, scientists, intellectuals, artists, delegates from workers, farmers, entrepreneurs and associations and trade unions in production and business.
The Politburo also requested leaders to direct the implementation of electing a sufficient number of National Assembly deputies and People's Council deputies at all levels, in which it is necessary to thoroughly grasp the direction of the Politburo on ensuring the quality of deputies and increasing the number of full-time deputies.
Paying maximum attention and support to candidates introduced by the Central Government to run for National Assembly deputies in localities (out of 217 candidates for National Assembly deputies introduced by central agencies, there are many young candidates from National Assembly agencies, departments, ministries, branches, the Fatherland Front and central organizations introduced for the first time to participate in the National Assembly deputy election)" - the conclusion clearly stated.
This is for candidates to develop substantive action programs, closely follow grassroots levels, provide information and documents on socio-economic situation, customs and habits, and population characteristics in the candidate area, best meet the aspirations of voters, and effectively implement voter contacts during election campaigns.
The Politburo requests appropriate forms of propaganda so that voters can grasp biography information and the working process, qualifications, and capabilities of candidates. The Politburo suggests researching, arranging, and allocating candidates introduced by the Central Government to electoral units and voting areas in a harmonious and reasonable manner, promoting the advantages and strengths of each candidate, and creating trust, support, and high credibility from voters in the constituency.
The Politburo also requested to do a good job of ensuring security and order; information and propaganda about the meaning and importance of the election, especially in remote and isolated areas, ethnic minority areas; promote the people's right to mastery, create favorable conditions for all citizens to fully exercise their right to run for election and vote according to the provisions of law.
The Politburo's conclusion noted the strict implementation of the information and reporting regime, when requested by the National Election Council, it is necessary to promptly report, provide complete and accurate information, on schedule, without delays or shortcomings, ensuring to serve general direction and administration and promptly handle arising issues.
