The Conclusion also clearly states the requirement for agencies to actively listen, absorb, and promptly respond to responsible opinions of organizations and individuals; carefully review, evaluate the impact and effectively implement the regime and policies for cadres, civil servants, public employees, and workers affected by the arrangement, especially ethnic minorities and people of all religions.

Focus on managing, monitoring, urging exemplary cadres and party members, strictly complying with labor discipline, striving to fulfill tasks, resolutely handling violations and violations in organizational and personnel work when implementing the arrangement; rectify the situation of moderate work, affecting the operation of the apparatus.
Strictly implement regulations on protection of state secrets, discipline in speaking, managing and using information on social networks; proactively prevent the disclosure of information, state secret documents, and internal secrets related to the arrangement and streamlining of the apparatus.
Conclusion 155 of the Politburo and the Secretariat also clearly stated the requirement to focus on directing the management, archiving of records, digitizing documents, inventorying, controlling, and preparing for settlement of accounts, assets, and public projects; paying special attention to inspecting and supervising the steps of reviewing, counting, editing, or liquidating, or destroying records and documents to prepare for handover when not organizing district-level or merging commune-level administrative units (to avoid the risk of loss, loss, or destruction of documents, especially records related to land, investment projects, etc.).
