Simplifying the organization of the political system is a very urgent issue, it is imperative to do, the sooner it is done, the more beneficial it is for the people and the country - the General Secretary stated.
Under the direction of the General Secretary, the entire political system has embarked on a revolution of streamlining the apparatus. The process of restructuring the apparatus has achieved remarkable results.
On May 5, the 15th National Assembly will open the 9th Session and will announce to collect public opinions on the draft amendment to the Constitution. The National Assembly will also discuss this content, in combination with relevant laws, including the Law on Organization of Local Government.
It is expected that the Constitution will be considered by the National Assembly on June 20-25, then as a basis for other laws through the Law on Organization of the local government. On 1.7, the Constitution takes effect simultaneously with the laws. So from this time, the local government apparatus will move to the 2 -level government model, only the provincial and grassroots level.
Based on the rearrangement of the current 63 provinces and cities, the whole country will have about 34 provinces and cities; no district-level administrative activities; and about 5,000 commune and ward-level administrative units. After streamlining, localities will also have enough space and conditions to take advantage of opportunities for stronger development to contribute to bringing the whole country into a new era.
The drastic revolution and comprehensive innovation of the Party
Speaking with Lao Dong, Mr. Le Nhu Tien - former Deputy Chairman of the National Assembly's Committee on Culture and Society - affirmed that streamlining the organizational apparatus is a prerequisite for the country's development. The new apparatus is not bulky, ensuring effectiveness and efficiency; if there are too many intermediate layers, the policy will slowly reach the people.
According to Mr. Tien, budget savings are only a part, more importantly, expanding development space and shortening the policy making process. When the intermediate level is abolished, the district level will be directed to the grassroots - closer to the people, closer to the people.
He emphasized that this is not only a "reform" but a comprehensive and drastic "revolution", aiming to build a long-term stable organizational system with a strategic vision, in line with the historical, cultural, national defense - security and socio-economic characteristics of each region, creating a foundation for sustainable development for the whole country in the new era.
Must be brave, dare to sacrifice

He also emphasized that this process needs to be carefully studied, not done hastily but cautiously and methodically, even in a situation of "running and lining up".
Mr. Tran Anh Tuan said that streamlining the apparatus must be associated with clearly defining job positions and the number of appropriate personnel. It is necessary to arrange capable people, a spirit of dedication and at the same time boldly eliminate from the apparatus weak and irresponsible people.
He commented that those who leave their positions also need to have a brave mindset, considering it a sacrifice for the country's development in the new era.
