On October 29, according to the Communist Party of Vietnam Electronic Information Portal, the Politburo issued Directive No. 53-CT/TW on strengthening the Party's leadership in implementing accountability of agencies, organizations and individuals in public service activities.
The Directive clearly states that in order to enhance the leadership of the Party in implementing the accountability of agencies, organizations and individuals in public service activities, meeting the development requirements of the country in the new period, the Politburo requires Party committees and organizations to focus on effectively leading and directing the implementation of a number of key tasks and solutions.
In particular, strengthening propaganda, education, raising awareness, responsibility, building a culture of explanation in public service activities. The heads of Party committees, authorities, localities, agencies and units must directly lead, direct and strictly implement regulations on accountability; consider this an important and regular political task, a measure of the mettle, ethics, capacity and the spirit of daring to take responsibility of cadres and Party members.
Linking accountability with exemplary responsibility, self-criticism and criticism in Party activities, become a regular job, gradually forming an accountability culture in the entire political system and the whole society.
Clearly stipulate accountability as a criterion for evaluating Party committees, Party organizations, cadres and Party members every year; resolutely fight and eliminate acts of avoiding, pushing, and explaining inadequate and dishonest times in public service activities.
The Directive also clearly states the requirement to review and perfect institutions and laws on the implementation of accountability, ensuring consistency, unity, feasibility, suitability with reality and organizing serious and effective implementation.
Amend the law on corruption prevention and control, clearly stipulating principles, subjects, contents, forms, order, procedures, rights and obligations of agencies, organizations, individuals and the mechanism for monitoring and handling violations in the implementation of accountability in public service activities.
Complete the law on justice, complaints, denunciations, citizen reception, land, planning, environment, investment, construction, management, and use of public assets and public finance, ensure the right to access information, the right to request explanations of the press, people, and businesses; the responsibility to explain of relevant agencies, organizations, and individuals in public service activities.
Develop a set of criteria to evaluate the effectiveness of implementing specific accountability for each industry and field, associated with the level of satisfaction of people and businesses. Review, amend and supplement regulations on inspection, supervision, audit, ensure strict and synchronous handling of violations in terms of accountability. Research and develop Regulations on implementing accountability in the Party to ensure synchronous and unified implementation in the entire political system.
The Politburo's Directive also states the requirement to promote the application of information technology, digital transformation, building a national database on accountability, ensuring connectivity and connectivity from the Central to the grassroots. Build a specialized electronic information portal to serve the explanation and reception, response to explanation requests of People and businesses; promptly inform and explain new policies, policies, and decisions, on complex and sensitive issues of public concern.
