The conclusion stated that at the meeting on October 3, 2025, considering the report of the Central Organizing Committee on the situation of the staff under the management of the Politburo and the Secretariat, the Politburo concluded as follows:
Basically agree with the contents of the Report. To continue to innovate, improve efficiency and clearly identify the authority and responsibility of Party committees and organizations at all levels in the management and evaluation of cadres, meeting the requirements in the new situation, the Politburo agreed in principle to conduct quarterly, annual and ad hoc evaluations of cadres when required.
The Conclusion clearly states the assessment of leaders and managers at all levels.

Based on current regulations (Regulation No. 366-QD/TW, dated August 30, 2025 of the Politburo on reviewing and evaluating and classifying the quality of collectives and individuals in the political system; Regulation No. 377-QD/TW, dated October 8, 2025 of the Politburo on decentralization of management and planning, appointing, introducing candidates, temporarily suspending work, resigning, dismissing cadres and related regulations), the Standing Committees of provincial Party Committees, city Party Committees, and Party Committees directly under the Central Committee (Part Party Committees: Central Party Agencies; Government; National Assembly; Fatherland Front, Central Trade Unions; Central Military Commission; Central Public Security Party Committee); Standing Committees of Party Committees of ministries, branches, collective leadership units, and direct management units, directly implementing the following requirements:
Quarterly, assessments are conducted for cadres under the management of the Politburo and the Secretariat according to regulations, focusing on a number of key contents and criteria as follows:
Political qualities, ethics, lifestyle; implementation of working regulations, principles of democratic centralism, self-criticism and criticism and responsibility to set an example; building internal solidarity,...
Results of leadership, direction, management, organization of implementation of assigned targets and tasks and the level of completion of affiliated organizations, agencies and units within the scope of responsibility; for shortcomings and limitations in the implementation of assigned tasks, it is necessary to analyze, evaluate, clarify objective and subjective causes and propose remedial measures.
Propose to classify the level of task completion for cadres; at the same time, recommend competent authorities to consider transferring or assigning other work to cadres who have violated, deficient or failed to fulfill their assigned duties and tasks.
Periodically report the results to the Politburo and the Secretariat (through the Central Organizing Committee) before the last 15 months of each quarter.
For positions under the management of Party committees, Party organizations, agencies and units
Party committees, party organizations, and collective leadership of agencies and units are responsible for focusing on leading, directing, and conducting quarterly assessments of cadres under their management, focusing on the above-mentioned orientation contents and criteria; at the same time, on the basis of classifying the level of task completion for cadres, reviewing, deciding on transfer, and assigning other work to cadres who have violated, are defeated, or do not fulfill assigned duties and tasks.
Quarterly report to the Politburo and the Secretariat the results of the assessment of cadres (through the Central Party Office) before the last 30 months of each quarter; at the same time, send to the Central Organizing Committee for monitoring, synthesis, and reporting to competent authorities when required.
The Conclusion clearly states that the Central Organizing Committee, based on current regulations and based on the results of reports and proposals of Party committees, Party organizations, and collective leadership of agencies and units: quarterly, compile and report to the Politburo and the Secretariat on the situation of quarterly classification and evaluation of cadres under the Politburo and the Secretariat for management of work at agencies, units, and localities. Closely coordinate with the Central Inspection Committee, Party committees, Party organizations, collective leadership of agencies, units and relevant agencies to propose the transfer, assignment, and arrangement of other work for cadres who have violated, are defective or do not fulfill their assigned duties and tasks according to regulations.
During the implementation process, if there are any problems, it is recommended to promptly report to the Politburo and the Secretariat (through the Central Organizing Committee) for consideration according to regulations.
