From March 1, 2025, the Ministry of Public Security officially takes over the task of State management of driving test and issuance. On February 28, 2025, the Ministry of Public Security issued Circular No. 12/2025 regulating the testing and issuance of driving licenses; issuance and use of international driving licenses for unified implementation nationwide.
In the document just sent to the Ministry of Finance, the Ministry of Public Security said that due to changes in functions and tasks, the work of testing and granting driving licenses has encountered some difficulties and problems.
To soon implement this task, the Ministry of Public Security discussed a number of difficulties and problems and requested the Ministry of Finance to coordinate and resolve them.
In particular, the Ministry of Public Security raised concerns about funding sources for purchasing PET card blanks, materials for issuing and exchanging driving licenses, issuing international driving licenses and renting software and transmission lines to issue and exchange driving licenses through public service portals.
In principle, the person requesting the issuance or exchange of a driver's license who pays the fee for new issuance, re-issuance, or exchange of a driver's license (national and international) and the fee collection organization will pay 100% of the fee collected to the state budget.
The funding source for service provision and fee collection activities is arranged by the state budget in the estimate of the fee collection organization.
From March 1, 2025, the Ministry of Public Security will receive the transfer and implementation of the task of testing and granting driving licenses from the transport sector (now the Ministry of Construction) but the content of handing over the task of testing and granting driving licenses between the Ministry of Public Security and the Ministry of Transport currently does not have the content of handing over the funding (attached documents) and when the Ministry of Public Security received this task, it has not been funded by the state budget to perform the task.
To have funding for implementation, in 2025, the Ministry of Public Security has proposed a number of options to request the Ministry of Finance to synthesize and report to competent authorities for consideration and decision.
The first option is to adjust the budget estimate and adjust the assigned budget estimates to the budget-using units (if assigned); in which, adjust the collection and expenditure tasks of the Ministry of Construction and the Ministry of Public Security so that the Ministry of Public Security organizes the fee collection and is allocated funds to buy PET cards, international driving license blanks; materials for the issuance, exchange and re-issuance of driving licenses, international driving licenses and rental of software and transmission lines to serve the issuance, exchange and re-issuance of driving licenses through the Public Service Portal.
Second option, in case the above budget estimate adjustment has not been implemented immediately, it is allowed to use funds from the source of security and social order and safety expenditure.
Or the source of funding collected from administrative sanctions for violations of road traffic order and safety and auctioning vehicle license plates after being paid to the state budget to carry out the task of issuing, exchanging, and reissuing driving licenses.
From 2026, the Ministry of Public Security will prepare a budget revenue and expenditure estimate including revenue and expenditure related to driving test and licensing for the Ministry of Finance to synthesize and report to competent authorities on state budget estimates, central budget allocation plans, and ensure annual funding according to regulations to pay for this work.
