"To receive this title, for 10 consecutive years, I must complete the assigned tasks well or will I count the years to consider the emulation title for good completion to be recognized as a glorious Soldier of the Third Class?" - Mr. Huy wondered.
According to him, this regulation still has many shortcomings and has not been specifically disseminated in the locality where he works.
Regarding this proposal, the Ministry of Public Security responded on the Electronic Information Portal.
According to the provisions of Article 56, Article 57 of the Law on Emulation and Commendation 2022: "Great Soldier Medal" is awarded or posthumously awarded to officers, non-commissioned officers, soldiers, and workers working in agencies and units under the People's Public Security who have successfully completed their assigned tasks, ensuring one of the following standards:
The "Great Soldier Medal" First Class is awarded or posthumously awarded to individuals with a continuous working process of 20 years or more;
The "Great Soldier Medal" Second Class is awarded or posthumously awarded to individuals with a continuous working process from 15 years to less than 20 years;
The "Great Soldier Medal" Third Class is awarded or posthumously awarded to individuals with a continuous working process of 10 years to less than 15 years.
Based on the above regulation, according to the Ministry of Public Security, "completion of assigned tasks well" is not a standard but only a condition for individuals to be awarded Medals for a period of time.
This content, in Official Dispatch No. 8069/X03-P4 dated November 19, 2024, the Department of Party and Political Affairs, Ministry of Public Security has specifically instructed: "Completing assigned tasks well" does not mean that each year of individual work must be classified as a cadre at the level of completing tasks well but is a general result of the entire work process.
In addition, in Official Dispatch No. 900/X03-P4 dated February 12, 2025, the Department of Party and Political Affairs, Ministry of Public Security also instructed the mau of the Proposal for Yearly Reward with content directly related to the above content.
The Ministry of Public Security has asked Mr. Huy to contact Department PX03, the police unit under his management to take photos of the document.
