According to the Ministry of Public Security's Electronic Information Portal, on January 7, 2025, in Hanoi, Senior General Luong Tam Quang - Politburo member, Minister of Public Security - attended and directed the Conference to review the work of organizing cadres of the People's Public Security Force (CAND) in 2024 and the directions and key tasks in 2025 of the Department of Organization and Personnel.
Lieutenant General Hoang Duc Lung - Director of the Department of Organization and Personnel - chaired the Conference. The Conference was broadcast live from the conference hall of the Ministry of Public Security (Hanoi) to the conference halls of the Public Security of provinces and centrally-run cities.
In 2024, the work of organizing cadres in the People's Public Security has closely followed and strictly implemented the leadership and direction of the Central Executive Committee, the Politburo, the Secretariat, the Central Public Security Party Committee and Party committees at all levels, with many efforts, determination, and innovation in methods to strengthen administrative reform. From there, the work tasks have been excellently completed with many outstanding results.
The Department of Personnel Organization has done a good job of advising the Central Public Security Party Committee and the Ministry of Public Security to continue to be exemplary and take the lead in implementing the Party's policy on streamlining the organization and apparatus of the political system.
Advise and prepare for the Party Congresses at all levels in the Public Security Forces for the 2025-2030 term; including the issuance of a Circular and instructions on congress personnel in all 4 levels of the Public Security Forces, creating maximum convenience in the process of preparing and organizing the Congress.
The Minister of Public Security acknowledged, highly appreciated and commended the achievements and results of the work of organizing cadres in the People's Public Security Forces in 2024.
Minister Luong Tam Quang emphasized that three groups of personnel organization work need to be focused on in the coming time.
Firstly, we must be determined and resolute in effectively implementing the key breakthrough task of "Being a pioneer in implementing the Party's policy on continuing to streamline the organizational apparatus", providing practical experience for the entire political system to refer to.
Urgently complete the Project and plan on adjusting the functions, tasks, powers, and organizational structure of the Ministry of Public Security and rearranging and streamlining the organization of the Public Security apparatus at all levels and submit it to competent authorities for approval. From there, soon have a plan for implementation in the direction of reducing the intermediate level at the local level, strengthening the base, and rearranging the force.
Proactively calculate and perfect the party organization, arrange and assign staff, perfect the personnel of the Party Committee, Inspection Committee, and arrange the Party members.
Evaluation of cadres during the process of arrangement and reorganization when streamlining the organizational apparatus must be fair, objective, bold in screening and removing from work positions cadres who do not have enough qualities, capacity, and prestige and using cadres with truly outstanding capacity and high prestige, assigning the right person to the right job.
Second, the Minister of Public Security emphasized the need to advise on the successful organization of the 8th Central Party Congress of the Public Security and Party Congresses at all levels in the People's Public Security for the 2025-2030 term.
Third, Minister Luong Tam Quang also suggested that it is necessary to focus on advising, guiding, urging, and creating strong changes in all aspects of personnel organization work, ensuring proactiveness and thoroughly overcoming limitations.
