On March 13, in Hanoi, the Ministry of Public Security - Standing Agency of the Amnesty Advisory Council - held a conference to disseminate and implement the President's Decision on amnesty in 2025, according to the Ministry of Public Security's Electronic Information Portal.
At the Conference, leaders of the Department of Police for prison management, compulsory education institutions, and reform schools announced the decisions of the President and the Forgiveness Advisory Guidelines for 2025; the decisions of the Ministry of Public Security and the Standing Committee of the Forgiveness Advisory Council.
On March 7, 2025, the Minister of Public Security issued Decision No. 1485/QD-BCA on the establishment of the Steering Committee for special pardon in 2025.
According to the decision, Lieutenant General Le Van Tuyen - Deputy Minister of Public Security - is the Head of the Department; Lieutenant General Tran Van Thien - Director of the Department of Police for the Management of Prisons, Compulsory Education Facilities, and kindergartens - is the Deputy Head of the Department.

For the new points in the amnesty decision in 2025, regarding the prison sentence serving period to be granted amnesty, it is that at least 1/3 of the time has been served in cases of a term of imprisonment and at least 14 years for cases of a life imprisonment reduced to a term of imprisonment.
In case of priority details, the prison sentence has been served for amnesty at least 1/4 of the time for cases with a term of imprisonment and at least 12 years for cases with a life imprisonment reduced to a term of imprisonment.
Speaking at the conference, Deputy Minister Le Van Tuyen emphasized that amnesty is a special leniency of the State decided by the President to release prisoners from prison early with a term, imprisonment with relatives for important events, major national holidays or in special cases.
To organize the implementation of amnesty work in 2025 to achieve good results, Deputy Minister Le Van Tuyen suggested that the police of units, localities, prizes and detention centers organize the dissemination and implementation of the regulations of the Amnesty Advisory Council, the Plans and Guidelines of the Ministry of Public Security, in the spirit of ensuring full and strict implementation, organizing implementation seriously, publicly, transparently, cautiously, objectively, not leaving any gaps and on time. When the decision is announced, it will be announced simultaneously nationwide.
The members of the Steering Committee, based on the assigned plan, closely follow the roadmap and tasks to direct relevant units; coordinate with professional units to review and ensure correct procedures and procedures, and prevent shortcomings.
