On October 18, Khanh Hoa Provincial Party Committee held a thematic conference to evaluate the results and discuss solutions to remove difficulties and obstacles in the operation of the political system and the local government apparatus at two levels.
In his opening speech, Provincial Party Secretary Nghiem Xuan Thanh acknowledged the initial results in the process of operating the political system and the local government apparatus at two levels.
Khanh Hoa Secretary suggested that delegates focus on pointing out the shortcomings, difficulties and problems; at the same time, recommend and propose solutions in the spirit of speaking frankly, speaking honestly, with focus and key points, ensuring compliance with legal regulations, suitability with reality and feasibility.
The Provincial Party Secretary emphasized that the goal is to improve the operational efficiency of the political system and local government at both levels, meeting the requirements of better serving the people.
At the conference, delegates focused on discussing and comprehensively evaluating the results of operating the two-level government model in many areas, including: organizing the apparatus, staffing; conditions for facilities, working equipment; handling surplus headquarters; operation of public administrative service centers; handling administrative procedures and digital transformation.
Other contents considered include: promulgating working regulations, functions and tasks of Party committees, agencies and units; implementing decentralization and delegation of authority in the fields of finance, budget, public investment, land, environment, agriculture, planning; implementing resolutions of Party congresses at all levels...
According to the report, after implementing the two-level local government model (from July 1, 2025), Khanh Hoa province has 65 commune-level administrative units, including 64 commune and ward party committees; 15 commune-level political centers; 192 advisory and supporting agencies under the Party Committee; 128 agencies of the People's Council at the commune level; 256 specialized agencies under the People's Committee at the commune level; 320 socio-political organizations at the commune level.
There are 696 affiliated public service units and 484 mass associations being arranged and merged.
After nearly 4 months of implementation, the political system in the new administrative units has basically operated stably and smoothly.
Cadres, Party members and People agree and believe in the development of the locality.
The sense of responsibility, proactiveness and awareness of serving the people of the staff and civil servants in many places have been significantly improved.
In the coming time, Khanh Hoa province will continue to improve the coordination mechanism, clearly defining functions and tasks between levels.
The locality also focuses on handling issues arising in decentralization and delegation of authority; at the same time, improving the quality of the staff, ensuring a streamlined and effective two-level government model.
