According to the report of Khanh Hoa Provincial People's Committee, after 3 months of implementing the two-level government model (provincial and commune), the workload at the commune-level People's Committees has increased dramatically, many places are overloaded.
In the field of certification alone, in the 2 months (from July 1 to August 31, 2025), the whole province has generated 147,977 records, accounting for a large proportion of the total number of administrative procedures at the grassroots level.
The huge workload has forced the leaders of the People's Committees at the commune level to spend most of their time processing documents, affecting the progress and quality of procedures for people.
Some localities cannot resolve the issue in a timely manner according to regulations due to having to carry out many other tasks at the same time, reducing people's satisfaction with the administrative agency.
Faced with this reality, Khanh Hoa Provincial People's Committee has submitted to the Provincial People's Council to issue a Resolution stipulating the scope, tasks, and powers of the Chairman of the Commune People's Committee authorized to commune-level civil servants to perform in the field of certification.
The issuance of the resolution is considered a timely solution, ensuring smoothness and speed in handling administrative procedures, while reducing pressure on the Chairman of the People's Committee at the commune level.
Thereby, contributing to improving the operational efficiency of the administrative apparatus, improving the quality of service to the people and in accordance with current legal regulations.
The Provincial People's Committee assessed that authorizing certification not only helps the grassroots government apparatus operate more flexibly but also creates conditions for people to be served quickly and conveniently, contributing to the effective implementation of administrative reform and socio-economic development goals of Khanh Hoa province in the new period.
