On March 8, 2025, Hanoi City Police held a ceremony to announce the decisions of the Ministry of Public Security on the appointment of the judicial position of the Investigation Police Agency (IPA) of Hanoi City Police.
Implementing the policy of the Party, State and Ministry of Public Security on continuing to arrange and streamline the organization of the local public security apparatus to operate effectively and efficiently, meeting the requirements of tasks in the new situation, from March 1, 2025, the City Police has terminated the operation of district-level public security agencies.
Before implementing the new organizational model, the City Police have organized an assessment of more than 80 comrades who are Heads and Deputy Heads of District-level Investigation Police Departments and leaders of Investigation Police Departments to propose to the Ministry of Public Security to consider and appoint the position of Deputy Head of the City Police Investigation Agency, after implementing the new organizational model of the City Police, from March 1, 2025.
Speaking at the ceremony, Major General Nguyen Thanh Tung - Deputy Director - Head of the Hanoi City Police Investigation Agency affirmed that the 13 comrades who are leaders of the appointed Investigation Police Departments are all commanders with qualifications, capacity, experience in criminal investigation, grasp of legal regulations and the ability to lead and direct the organization of investigation activities.
Regarding the tasks in the coming time, Major General Nguyen Thanh Tung requested the Deputy Heads of the Investigation Police Agency to be proactive, innovative, and creative in their work; direct the reassignment of Deputy Heads and investigators and immediately compile and inspect the records of cases and incidents under investigation; urgently inspect and compile statistics on cases and incidents that are about to expire for investigation to direct the implementation to avoid interruption and interruption of litigation activities.
Study new circulars, instructions, and regulations of the Central Judicial Inter-sector and the Ministry of Public Security on crime investigation and handling to direct and guide investigators and investigating officers to properly implement. At the same time, participate in developing new regulations, working processes, and guidelines on the investigation of the City Police; proactively detect inadequacies, difficulties, and problems in applying legal regulations to practice.
Coordinate with the Deputy Heads of the Department in charge of the area and the Heads of the Commune-level Police in directing the work of receiving, classifying, and resolving information sources about crimes and investigating criminal cases, not letting wrongful convictions or criminals escape. hit, hit hard, destroy organized crime groups, crimes that are rampant and cause panic among the masses.
Closely follow key tasks and annual work targets according to the enforcement system to monitor progress and implementation results, especially targets that are difficult to implement, reduce the number of cases and cases temporarily suspended; strengthen compliance with the law, prevent violations in litigation activities; do not let them become common violations, which will last for years.
Focus on building close coordination and regular exchanges with internal affairs agencies to remove difficulties and obstacles in leading and directing investigation activities.
