In March 2026, leaders of Bac Ninh Hoa Commune People's Committee issued an apology notice to Mr. Pham Nguyen Ha Son regarding the process of resolving administrative procedures.
Previously, according to the reflection of Mr. Pham Nguyen Ha Son on the information portal of Khanh Hoa province, on March 4, 2026, he carried out contract certification procedures with dossier code H32. 222-260304-0019 at the Bac Ninh Hoa Commune Public Administrative Service Center.
However, two days later, Mr. Son suddenly received a text message informing him that the dossier had been withdrawn as requested. Mr. Son said that he had not requested to withdraw the dossier, so he had reported it to the local authorities to clarify the matter.
After reviewing, Bac Ninh Hoa Commune People's Committee confirmed that on March 4, the Dossier Receipt and Results Returning Department of Administrative Procedures of Bac Ninh Hoa Commune People's Committee at the Commune Administrative Service Center received Mr. Son's dossier. The deadline for returning results is the afternoon of March 5, 2026.
However, during the processing, Ms. Nguyen Thi Tuong Oanh - a civil servant of the Public Administrative Service Center - mistakenly entered the type of procedure on the system.
Accordingly, instead of entering the procedure "authentification of contracts and transactions related to assets that are movable property, land use rights, and housing", this official chose the procedure "authentification of signatures in papers and documents".
The mistaken entry of the type of procedure leads to dossiers being processed incorrectly by the system and arising notifications of dossier withdrawal, causing trouble for citizens.
Mr. Tran Trinh Vu Trung - Chairman of Bac Ninh Hoa Commune People's Committee - signed an apology form sent to Mr. Pham Nguyen Ha Son, and also said that the locality will consider the responsibility of Ms. Nguyen Thi Tuong Oanh according to regulations.
Bac Ninh Hoa Commune People's Committee also committed to rectifying the dossier processing process, improving service quality to avoid similar cases in the coming time; and at the same time hoped to receive sympathy from the people for the inconvenience that has occurred.
