Ministry of Home Affairs proposes number of rooms of district-level People's Committees

The Ministry of Home Affairs has proposed additional regulations for departments under the People's Committees at district level in Hanoi and Ho Chi Minh City.

Deputy Minister of Home Affairs Truong Hai Long signed the draft Decree of the Government regulating the organization of specialized agencies under the People's Committees of provinces and centrally run cities and the organization of specialized agencies under the People's Committees of districts, towns and cities under provinces and centrally run cities, and sent it to the Ministry of Justice for appraisal.

Inheriting some current regulations, the draft sent to the Ministry of Justice has added regulations for departments under the People's Committees at district level in Hanoi and Ho Chi Minh City.

In addition to the total number of deputy heads of department according to regulations (average), each district, town, city under the city can increase by no more than 5 deputy heads of department.

The departments are organized in a unified manner, including 9 departments: Department of Internal Affairs; Department of Justice; Department of Finance; Department of Education and Training; Department of Health; Department of Economy, Infrastructure and Urban Areas; Department of Culture, Science and Information; District Inspectorate; Office of People's Council and People's Committee.

3 specially organized departments, including: Department of Natural Resources and Environment in districts and cities under the city; Department of Agriculture and Environment in districts and towns; Department of Ethnicity and Religion.

The consolidation and transfer of functions and tasks between departments must be in accordance with the principles of the departments and must ensure streamlining and compliance with the requirements of state management of sectors and fields at the district level.

Localities decide on the establishment of appropriate departments, ensuring that the number does not exceed 10. Hanoi and Ho Chi Minh City are allowed to establish 10 departments - not including the number of additional departments according to the provisions of the Capital Law and the pilot departments.

Hanoi and Ho Chi Minh City are also allowed to decide on the establishment, separation, merger and consolidation of specialized departments under the People's Committees at the district level, ensuring that they are suitable to the characteristics of the city and do not exceed the number of departments as prescribed.

The minimum staff of a department is at least 5. In case the minimum staff is not enough as prescribed, the Ministry of Home Affairs shall propose to the locality to carry out the merger and consolidation as prescribed and in accordance with the requirements of state management of the local industry and field.
