The Ministry of Home Affairs requests localities to develop and issue overall plans for arranging and reorganizing villages and residential groups before June 10.

The Ministry of Home Affairs has just issued Official Dispatch 5170/BNV-CQĐP to provinces and cities on the implementation of village and residential group arrangement and arrangement, use, and settlement of regimes and policies for non-specialized personnel at the commune level, in villages and residential groups.

Accordingly, to implement the arrangement of villages and residential groups and arrange, use, and resolve regimes and policies for non-specialized workers at the commune level, in villages and residential groups, the Prime Minister has issued Directive No. 21/CT-TTg; The Government has issued Decree No. 185/2026/ND-CP stipulating the organization and operation of villages and residential groups and regimes and policies for non-specialized workers in villages and residential groups.

To ensure timely, synchronous and scheduled implementation, the Ministry of Home Affairs requests the People's Committees of provinces and cities to urgently organize the implementation of tasks assigned in Directive No. 21/CT-TTg of the Prime Minister.

Based on the provisions of Decree No. 185/2026/ND-CP, localities need to focus on directing the development and promulgation of overall plans to arrange and reorganize villages and residential groups, including plans to consolidate the non-specialized personnel at the commune level, in villages and residential groups and resolve support policies according to regulations before June 10.

The Ministry of Home Affairs requests that localities periodically report the progress and results of implementation to the Ministry of Home Affairs before 5 pm every Friday to summarize and report to the Government and the Prime Minister.

The contents of the report focus on the progress of implementing the arrangement of villages and residential groups such as: The promulgation of the overall plan; the development of the project, organization of collecting people's opinions, through the commune-level People's Council; expected results of arrangement implementation; expected reduced number and remaining number after arrangement...

Regarding the progress of implementation and the plan for arranging and resolving regimes and policies for non-specialized personnel at the commune level, the number of civil servants and public employees received; the number of professional position contracts implemented; the number arranged in villages and residential groups; the situation of resolving regimes, policies, and implementation costs.

According to statistics from the Ministry of Home Affairs, there are 89,574 villages and residential groups nationwide as of 2025.

This is the figure obtained after reducing 47,250 villages and residential groups in 10 years of implementing Resolution No. 18-NQ/TW and current legal regulations.

In fact, the Ministry of Home Affairs records that there are still many villages and residential groups that do not meet the criteria for household size according to current regulations and are not uniform between regions.

Statistics show that there are 21,199 villages concentrated in the northern mountainous region with less than 150 households. Meanwhile, in Hanoi and Ho Chi Minh City, there are many large-scale residential groups, over 1,000 households.

Previously, the whole country had an average of 9 villages/communes. After the provincial and commune level arrangement in 2025, the average number of villages and residential groups increased by 3 times, about 27 units/commune.
